POSITION SUMMARY: The function this position serves within the organization & how it fits in with the rest of the operations of the organization.
The Impact Measurement and Evaluation Specialist ensures the strategic delivery of continuously improved data collection, analysis, reporting, and program evaluation that strengthens a culture of organizational learning and innovation. They promote the value of data collection and learning through evaluation to improve programming and communication of Miriam’s Kitchen’s impact to critical stakeholders and the broader community.

Leads and coordinates implementation of data collection, program evaluation, and other impact measurement strategies, especially across direct services and advocacy programs
- Leads the development of organizational and departmental key objectives and measures, ensuring alignment across the organization and alignment with the strategic plan
- Continuously improves and disseminates Performance Report for internal use at all staff levels including Board of Directors and for external communication of work and progress towards annual targets and mission
- Lead the effective implementation of key direct services programs databases: Efforts to Outcomes, HMIS, and Outreach Grid. Design and improve data entry and reporting workflows for databases. Train and support direct services staff using these databases, including designated direct services staff with responsibilities in training and supporting staff on data entry and reporting.
- Works with directors and other individuals to promote culture of data collection and learning
- Participates in organization-wide meetings and committees, Board of Directors meetings, trainings and other meetings/conferences as requested
- Evaluates and implements assessments and evaluation methodologies to measure program effectiveness and conduct related analysis
- Manages the systems and processes for collecting, organizing, reporting on, and analyzing data across the organization to allow for effective execution of organizational strategies and programs
- Oversees staff/interns on a project-by-project basis
- All other duties as assigned.
NONESSENTIAL FUNCTIONS: Functions that do not fundamentally alter the position.
- Develops relationships and attends relevant meetings with city stakeholders to facilitate the collection and quality data for reporting on homelessness in DC
- Represents Miriam’s Kitchen at critical data-focused external meetings and contribute leadership in the DC evaluation communities
COMPETENCIES: The knowledge, skills, and behavioral attributes necessary for satisfactory job performance.
- Thorough understanding of evaluation models, practices, and implementation
- Design and improve data entry and reporting workflows for databases.
- Familiarity of best practices in data collection, management, integration, and maintenance.
- Train and support direct services staff using these databases, including designated direct services staff with responsibilities in training and supporting staff on data entry and reporting.
- Able to analyze data and provide concrete recommendations for strategy improvement.
- Lead and coordinate implementation of data collection, program evaluation, and other impact measurement strategies, especially across direct services and advocacy programs
- Strong communication skills, particularly in translating data to action. Excellent ability to make and maintain respective rapport with colleagues and clients from diverse backgrounds
- Train and support direct services staff using these databases, including designated direct services staff with responsibilities in training and supporting staff on data entry and reporting.
- Advanced knowledge of Microsoft Office Excel and proficiency with Outlook, Word, and Powerpoint
- Continuously improve and disseminate Performance Report for internal use at all staff levels including Board of Directors and for external communication of work and progress towards annual targets and mission. Design and improve other program reporting formats.
- Creatively translate data into strong communication tools through visualizations.
- Design and improve the Performance Report and other program reporting formats for reporting deliverables and continuous program learning and improvement.

- Keep client information confidential and maintain structures for measurement and impact projects to keep client information confidential.
QUALIFICATIONS: Experience, education, certifications, skills, etc. the individual who holds or desires the position must have to perform the essential functions of the position.
Experience:
- At least 1 year of experience managing/coordinating internal measurement and evaluation processes
- At least two years of experience managing/coordinating a database; Efforts to Outcomes, Wellsky HMIS, Outreach Grid preferred. Familiarity with DHS Housing the Homeless database also helpful.
Education:
- A bachelor’s degree with at least 2 years of relevant work experience or in the absence of a degree, at least 5 years of relevant work experience.
- PHYSICAL/MENTAL DEMANDS: Physical and mental capabilities required to perform the essential functions of the position.

Salary : $62,850 - $67,900
