Background:
The Defense Commissary Agency (DeCA), headquartered at Fort Gregg-Adams, Virginia, operates a worldwide chain of commissaries providing groceries to military personnel, retirees, and their families in a safe and secure shopping environment. The Public Affairs Office (PAO) and Marketing (MPM) are responsible for fulfilling the obligation to keep important and diverse internal and external audiences informed. The success of DeCA in achieving its vision hinges, in large measure, upon DeCA’s ability to educate and inform key audiences through effective strategic communications.
Duties and Responsibilities:
- Program Support
- Perform task and test planning, preparation, and execution; resource management; cost, schedule, and task performance oversight; risk management; quality assurance; reporting; budget management and reporting; strategic planning; situation assessment and recommendations; and anticipatory support.
- Responsibilities will include active participation before and during specified meetings, briefings, progress reviews, etc. This participation may include providing management, technical, cost estimates and tracking, schedule information, and other advice, assistance, and reports to the Government representative(s).
- Documentation Support
- Create and maintain program documents (e.g., configuration management, security audit documentation), validate the correctness of technical specifications, and create and maintain current and future Information Technology Group Standard Operating Procedures.
- Create and maintain technical drawings for networks/systems covered under the Performance Work Statement and provide annual reviews of the same including updates to Program System Engineers.
- Draft, maintain, file, and distribute relevant project/program documentation using existing DeCA office automation products (e.g., Microsoft (MS) Office including Visio) within 30 days of approval or by the Government.
- Project Planning and Scheduling Support
- Provide centralized administrative, planning, clerical, documentation, and related functions to support program management requirements.
- Support DeCA project management in identifying potential functional/technical requirements, creating non-monetary resource scheduling and tracking, Return on Investment reports, and related project management tools/techniques to publish DOD program/project management artifacts.
- Create and maintain project plans/schedules using DeCA’s project planning application (currently MS Project).
- Draft test plans with associated test cases and implement those plans for websites, applications, and database modifications, upgrades, and new capabilities.
- Publish documents and required reports in the DeCA collaboration site (currently SharePoint).
- Follow the Agency functional/technical review and change management policies and procedures. Responsible for ensuring all required documents, coding, etc., are submitted to the designated Agency POC and obtain electronic approval before incorporating widgets, programs, or links onto Agency websites.
- Annually review plans per Government guidance and report results to the Government addressing business essential functions, key personnel, skill set, and business process improvement opportunities.
- Task Order Management Support
- Responsible for creating the Task Order (TO) Management Plan. This will be used to outline the technical approach, master program schedule, organizational resources, and management controls to be used.
- Attend/participate in program meetings such as status meetings, program/project reviews, technical reviews, requirements development meetings, analytic discussions, and other meetings to accomplish the requirements specified for each task.
- Responsible for monthly status reports monitoring the quality control, status reporting, and program reviews for the client.
- Coordinate and submit a Quarterly Program Management Review for the DeCA senior IT management team in the required format.
Qualification(s):
- Must have IAM II Certification (CAP, CASP CE, CISM, CISSP, GSLC, CCISO, or HCISPP)
- Project Management Professional (PMP) Certification preferred
