Environment of Care & Safety is responsible for the environment of care, safety management, and daily operations of hospital safety program. The EOC Safety Officer is accountable for the inspection and evaluation of the environment, equipment and industry standards to minimize safety risks to patients, visitors and healthcare workers. Oversees hazard surveillance, data collection and analysis, reporting and collaboration with others. Responsible for hospital compliance and standards established by regulatory agencies.
Duties and Responsibilities: Environment of Care & Safety Identifies, implements and monitors safety management needs, guidelines, regulatory standards, policies and established goals. Develops, implements and evaluates all programs, policies and procedures necessary to comply with applicable Federal, State and Joint Commission requirements and best practices. Manages Environment of Care and Life Safety functions for TJC. Manages the TJC electronic Statement of Conditions. Provides problem solving, consultative, advisory and regulatory interpretive services to others and the reach of this work extends throughout the entire hospital. Chairs the Environment of Care/Safety Committee meeting to meet at least six times a year per TJC regulation including agenda preparation, recording of minutes, and timely follow up on open action items. Collects information from diverse sources, applies professional principles in performing various analyses and summarizes information and data in order to solve problems or design systems and programs required while being mindful that systems and programs cross department lines. Prepares and reports to Quality Council on a quarterly basis on the effectiveness of the Safety Program and annual evaluation. Provides regular updates to Leadership, facilitating collaboration and compliance with TJC and other regulatory agencies. Manages permits, licenses, manifests, and Safety Data Sheets required by law and regulation; monitors the effectiveness of the Hazardous Material & Waste Communication Program and implements improvements when identified through annual evaluation of the program; maintains a written, current inventory/ log of all chemicals and provides ongoing education regarding safety measures. Conducts pre-construction risk assessments, construction site inspections to maintain the integrity of life safety and infection control measures as well as proper documentation retention. Manages documentation for CDPH licensing of new hospital services. Participates in all construction based meetings to actively address safety issues or concerns. Ensures any ILSM is properly implemented and documented. Actively conducts surveillance of the facility to identify safety hazards that pose a risk to the organization. Develop action plans to resolve and or mitigate the safety risk. Maintains and updates accurate records of functions as required by all local, state and federal regulatory bodies; presents and reviews records with TJC surveyor, Local Fire Marshall, OSHA inspector for required follow-up, as needed. Coordinates investigations related to Safety with full documentation retention. Primary contact for Fire Department Prevention Bureau and OSHA; responds to all inquiries and performs internal investigations of OSHA complaints and submits written responses within required timeframe. Participates in the tri-annual TJC survey by accompanying the Life Safety Specialist, recording findings, answering questions, providing documentation, initiating immediate solutions whenever possible, collaborating with Quality Management on the response to TJC report, corrective action and implementation follow up. Coordinates quarterly facility air monitoring to facilitate a safe environment for all who work or enter the facility. Orients facility contractors. Coordinates the annual application completion for Practice GreenHealth awards. Responsible for documentation, file maintenance and reporting of safety program; coordinates and performs administrative functions relating to safety and survey preparedness. Establishes and maintains professional, cooperative interpersonal relationships with healthcare workers, physicians, nurses, and patients while assuring confidentiality of all department information. Understands organizational structure and utilizes appropriate channels of communication; seeks guidance / input as appropriate utilizing resources and/or chain of command. Assists with special projects and performs other duties as requested by Director/Leadership.
