Job Title: Associate Director, Housing Development

Location: San Francisco. Temporarily hybrid with in-office/on-site work three days a week. 

Department: Housing Development

Reports To: Director, Housing Development and Construction

Job Status: Exempt, Full-Time

Compensation: $165,000.00 to $175,000.00 per year, DOE; medical, dental, vision & retirement plan

Summary:

The Associate Director of Housing Development will play a pivotal role in overseeing and managing the housing development activities related to the acquisition, development, financing, and preservation of affordable housing projects. This position requires a highly skilled and motivated professional who is passionate about advancing affordable housing opportunities and has a strong background in real estate development, project management, and financial structuring.

Essential Functions:

  • Project Management: Lead and manage a portfolio of affordable housing development projects from inception to completion, ensuring all timelines, budgets, and quality standards are met.
  • Acquisition & Development: Identify and evaluate potential properties for acquisition or development. Work closely with legal, financial, and community stakeholders to assess opportunities for affordable housing projects.
  • Financing & Budgeting: Oversee the financial structuring of affordable housing projects, including identifying sources of funding (e.g., Low-Income Housing Tax Credits, bonds, grants). Develop comprehensive project budgets and ensure financial viability.
  • Stakeholder Engagement: Collaborate with local government entities, community organizations, lenders, developers, and other stakeholders to advance affordable housing projects. Ensure that community engagement processes are conducted effectively.
  • Compliance & Regulations: Ensure projects comply with all relevant housing regulations, building codes, zoning laws, and accessibility standards. Stay up-to-date on affordable housing policy changes and advocate for best practices in housing development.
  • Team Leadership: Manage and mentor a team of housing development professionals, such as project managers, financial analysts, and support staff. Foster a collaborative, results-oriented team culture.
  • Reporting & Documentation: Prepare and present regular reports on project status, budgets, and outcomes to senior management, funding partners, and other stakeholders. Ensure all project documentation is complete, organized, and up-to-date.
  • Market Research & Analysis: Conduct market research to identify affordable housing trends, pricing, and areas of high need. Use data to guide decision-making and project prioritization.

Minimum Qualifications:

  • Education: Bachelor’s degree in Real Estate, Urban Planning, Business Administration, or a related field. A Master’s degree in a relevant field is preferred.
  • Experience: Minimum of 5-7 years of experience in real estate development, affordable housing, or a related field. Proven experience in managing complex housing development projects from start to finish.
  • Skills & Expertise:
    • In-depth knowledge of affordable housing programs, financing methods, and government regulations.
    • Strong financial acumen, with experience in budgeting, financial modeling, and securing funding sources.
    • Excellent project management skills with the ability to handle multiple projects simultaneously.
    • Strong leadership abilities with a focus on team building and collaboration.
    • Exceptional communication, negotiation, and interpersonal skills.
    • Familiarity with relevant software tools (e.g., MS Office, real estate modeling software, project management tools).
  • Passion: Strong commitment to affordable housing and community development. A deep understanding of the challenges and opportunities in providing equitable housing solutions.

  • While performing the duties of this job, the employee is regularly required to sit; use hands; reach, talk and hear. The employee is occasionally required to stand, walk and drive.
  • The employee must occasionally lift and/or move up to 20 pounds.
