Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Responsibilities

The Site Power organization provides reliable high-power electrical distribution to mission corridor facilities, projects and remote locations at the NNSS. MSTS is seeking a Power Engineering Manager II. This position will be responsible for engineering oversight of an electrical power grid that is comprised of substation, transmission, and distribution systems up to 138kV. The Power Engineering Manager II must establish and maintain the requirements for a comprehensive preventative maintenance program and recommend the appropriate actions for effective corrective and preventive maintenance. This position will not have singular design authority within the company, but will represent power system operational needs and clearly support requirements development for any and all projects or designs that require electric utility service connection, as needed. The Power Engineering Manager II will report directly to the Site Power Division Manager within the Maintenance & Critical Site Infrastructure Directorate.

Key Responsibilities

  • Manage power engineering staff by prioritizing and assigning work, providing mentorship, ensuring staff have adequate training and tools, and conducting performance management.
  • Lead all power engineering functions and activities, ensuring that :
  • Power project needs are clearly defined and supported through execution.

  • Company objectives and initiatives are effectively communicated and understood.
  • The technical quality of all engineering projects and products meets or exceeds industry standards.
  • Support to Operations is consistent with established organization, processes, and procedures.
  • Delegate to the team as appropriate, exercises technical leadership, creativeness, and judgment to test the feasibility of ideas and devices of existing plans and recommend achievable solutions.
  • Stay current on all power engineering matters and integrates technical inputs to own and formulate decisions in partnership with Power Operations and other key stakeholders.
  • Directly engage and integrate technical plans, issues resolutions, strategy direction and other communications with Power Operations, organizational leadership and federal oversight in a dynamic, proactive manner.
  • Understand the state of the power system to proactively plan the expansion and optimization of transmission, distribution and substation assets and support emergency backup plans. Delegate care, custody, and control for commissioning purposes and perform other duties in coordination with the Power Operations, Authority Having Jurisdiction (AHJ) and Engineering management.
  • Promote business development by communicating long-range technical positions and writing detailed strategies within defined corporate goals and deliverables that comply with laws, codes, orders, and DOE / NNSA policies and procedures.
  • Responsible for asset management, trending, analysis, system reliability and engineering analysis and evaluation including the adequacy of preventative maintenance procedures and frequencies.
  • Drive technical consensus, direction, assignments, and takes ownership of technical plans / approach.
  • Partner with other Directorates to develop and support modernization planning, system / area planning, programming, and sustainability plans / reporting.
  • Own asset management and supports institutional systems applications and planning. (e.g. Maximo, BUILDER, FIMS, GIS, Area Planning)
  • Manage relationships with clients and vendors and stay updated on emerging technologies and practices.
  • Qualifications

  • Bachelor's degree or equivalent training and experience, plus a minimum of 14 years of related and progressively responsible experience.
  • Bachelor's degree in an engineering program accredited by the Accreditation Board for Engineering and Technology (ABET) required for Civil, Mechanical and Electrical engineering degrees or a calculus-based STEM bachelor's degree in engineering is preferred.

  • Preferred certification : Professional Engineering License (PE)
  • Must have at least 14 years' relevant experience in the utility power electrical industry, a working knowledge of all disciplines within the operations, maintenance and planning of a power electrical system at a utility level and expertise in one or more areas such as transmission design, planning, substation design, construction, SCADA system engineering, maintenance, and apparatus testing.
  • At least 10 years of experience leading an engineering team with progressively increasing responsibilities is preferred.
  • Demonstrated deep technical specialization or additional cross-disciplinary knowledge related to startup and commissioning for power operations.
  • Demonstrated ability to work on multiple and diverse tasks.
  • Expert in application and interpretation of NETA, NEC, NESC, NFPA 70E as well as IEEE procedures.
  • Able to provide guidance on system modeling, construction standards for overhead and underground distribution, transmission and substations.
  • Experienced in use of electrical software for load flow, protective device coordination, short circuit study, and arc flash studies.
  • Must have working knowledge of regulatory compliance (NERC, WECC, CAISO, etc.)
  • The primary work location will be at the Nevada National Security Site (located 65 miles northwest of Las Vegas, Nevada).
  • Work schedule for this position will be 4 / 10's, Monday - Thursday (subject to change).
  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
  • Must possess a valid driver's license.
  • MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment / education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2, "Personnel Security". If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

    Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, "Workplace Substance Abuse Programs at DOE Sites," will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, "Counterintelligence Evaluation Program."

    Annual salary range for this position is : $151,881.60- $243,006.40.

    Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
