Job Description

Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Responsibilities

The Special Technologies Laboratory (STL) in Santa Barbara, California is in search of a Casual Senior Policy Analyst to support direct customer national security activities. THIS IS A CASUAL POSITION WORKING A MAXIMUM 900 HOURS PER CALENDAR YEAR.

Responsibilities

  • Provide assistance with the development of MAPPRITE, including implementation of Policy Information Resource (PIR) functionality and content.
  • Recommend and troubleshoot PIR system modifications and functionality, as required.
  • Analyze new / modified DOE or national policy for its applicability to MAPPRITE or DOE safeguards and security directives.
  • Provide advice and assistance to policy developers, upon request.
  • Develop and maintain end noted safeguards and security directives :
  • Identify requirements in Requirement Source Documents (RSDs) for end-noting or related uses; and

  • Associate related national policy, tacit information or other drivers to requirements.
  • Assist with data management to :
  • Develop tacit information in support of MAPPRITE;

  • Maintain comprehensive set of current end-noted directives;
  • Prepare or QA new data uploads for PIR or MAPPRITE;
  • Provide user support (field requests for information / assistance);
  • Maintain electronic library of all driver and reference documents associated with security directives and provide related data to PIR or MAPPRITE developers and administrators;
  • Maintain acronyms and definitions of security policy terms or development of a functional lexicon for MAPPRITE; and
  • Provide research of historical / archived policy and directives.
  • Maintain PIR tutorials, user guide, and SOP.
  • Assist in developing or delivering training and awareness for safeguards and security policy, MAPPRITE, PIR and related topics.
  • Assist with DOE Safeguards and Security (S&S) policy development activities and new initiatives.
  • Support DOE S&S working groups and policy panels.
  • Develop draft or proposed policy artifacts (e.g., documents, databases).
  • Develop and support tools to be used in policy analysis.
  • Provide technical support to MAPPRITE activities.
  • Develop and provide DOE with impact analysis of changes in national requirements and alerts.
  • Perform other duties assigned by Management.
  • Qualifications

    THIS IS A CASUAL POSITION WORKING A MAXIMUM OF 900 HOURS PER CALENDAR YEAR.

  • Bachelor's degree in a field related to the position or equivalent training and experience, plus 8 years of progressive related experience.
  • Expert knowledge of advanced principles, concepts and theory related to the position and ability to address issues and define and resolve the most difficult and challenging problems.
  • Able to work independently on program objectives and strategies and formulate strategies for improving operations / processes.
  • Comprehensive knowledge regarding the concepts, operation, and functionality of the Policy Information Resource (PIR) and MAPPRITE.
  • Expert knowledge of current and emerging laws, regulations and standards to enable assisting in the development of safeguards and security policies, procedures, requirements, standards, and programs.
  • Expert-level knowledge in developing end-noted safeguards and security directives.
  • Expert-level knowledge in data management.
  • Ability to communicate policy elements, objectives and priorities to assist in training, awareness, policy development, MAPPRITE and PIR applications, and policy coordination purposes.
  • Ability to identify DOE directive and driver requirements, and develop end noted documents such as :
  • DOE O 470.1A, Safeguards and Security Program Management Operations

  • DOE O 470.4C, Safeguards and Security Planning
  • DOE O 471.6 Chg 4, Information Security
  • Work will be conducted remotely. Some work is required at the Special Technologies Laboratory in Santa Barbara, California, in support of these functions.
  • Occasional travel may be required.
  • Flexible work schedule can be negotiated with the manager; employees can work 5 / 8s, 9 / 80s, or 4 / 10 work-weeks.
  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
  • Must possess a valid driver's license.
  • MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment / education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2, "Personnel Security". If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

    Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, "Workplace Substance Abuse Programs at DOE Sites," will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, "Counterintelligence Evaluation Program."

    Annual salary range for this position is : $99,790.57 - $152,180.63.

    Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
