SUMMARY : Oversees daily operation and assists the Director in developing and carrying out plans, programs, budgets, policies, and procedures, which include but are not limited to building, safety, housing, zoning, and city codes and ordinances with firmness, tact, and impartiality. Supervises assigned staff, provides leadership and direction, and ensures that service and technical standards are met, projects and programs are accomplished, and revenues and expenditures are within guidelines. Collaborates with other departments, external agencies, community groups, and the public to plan, guide, and serve the community's development plan.

SUPERVISORY RESPONSIBILITIES : Reports to the Planning Director. Works independently to provide supervision, guidance, and direction to Department staff. Acts in responsible charge in the Director's absence. Manages responsibilities in accordance with applicable local, state, and federal regulations, policies, and procedures.
ESSENTIAL DUTIES AND RESPONSIBILITIES : include the following. Other duties may be assigned. Plans, organizes, controls, evaluates, and carries out specific defined projects that implement the goals and objectives of the Planning Department. Oversees and supervises the staff and the daily operation of the Planning Department. Develops and reviews Department policies and procedures. Prepares and maintains financial monthly reports related to Department activities and other sources. Hires staff and manages performance in consultation with the Director and Human Resources. Develops and implements urban plans, code revisions, development standards, and Department policies. Recommends changes in City and Zoning Ordinances and Building Codes. Plans and implements technological upgrades and advancements, including initiatives for web-based permitting, electronic plan review, and remote inspection capabilities.
