Summary: This position serves as the director of the Authority’s 8,500-unit voucher portfolio that includes Housing Choice Voucher, Mainstream, VASH, EHV, FUP, RAD-PBV, and other project-based programs. The successful director will be a strong leader, well-versed in HUD Voucher Program administration, an excellent communicator and will serve on the executive leadership team under direct supervision of the Deputy Executive Director. The position requires proficiency in all Microsoft office applications and the ability to be or become proficient in Yardi Voyager and associated software. The Authority has a diverse workforce, and a successful Director will work well collaboratively across teams as well as independently. SMHA’s corporate office is in Gulfport, MS, along with two district offices in Hattiesburg and Moss Point. The HCV Program Director will supervise staff located in all three offices with his or her primary duty location being in Gulfport.
Duties/Responsibilities:
· Develop policies and procedures to govern all voucher programs assuring staff implementation.
· Coordinate activities of the Department across various district offices, directly or indirectly supervising staff to include Coordinator(s), Occupancy Specialist(s), Inspector(s), Intake Specialist(s), Compliance and Fraud Specialist(s), and other support staff.
· Receives and prepares official replies to inquiries, suggestions, complaints received from individual citizens, groups, organizations, and HUD regulators while also assisting the Deputy Executive Director in Congressional and other records requests.
· Meet with citizens, community groups, agencies, and other stakeholders to present, promote, and coordinate the delivery of the assigned programs.
· Analyze complex organizational and administrative problems to formulate and present recommendations for their solutions to the Deputy Executive Director and other Executive leaders.
· Maintains outreach to owners and potential program participants and serves as liaison between owners and residents and to HUD officials.
· Assist in the planning, preparation, and implementation of the Agency’s annual operating budget with particular direction over the HCV and related funding.
· Assist in the development and coordination of long-range plans, annual goals, and objectives; prepares required status reports and provides assistance in developing new programs; directing the Agency’s Administrative Plan, SEMAP Assessment, and assisting in the PHA Plan Development.
· Execute daily non-scheduled assignments as directed by the Deputy Executive Director.
· Other related duties as assigned.

Education and Experience:
· College degree in business administration, public administration, or related field and 5 plus years of senior management experience or equivalent combination of education and experience.
· Prior supervision of HUD Voucher programs is required, Director-level experience preferred.
· Valid Mississippi driver’s license.
· Must possess computer skills including working knowledge of Microsoft Office (Word, Excel & PowerPoint). Experience in the areas of grant writing and management is desirable.
