Summary / Objective
The Infrastructure Planner develops and recommends policies, processes, and projects through the Infrastructure Asset Management Program. Makes recommendations for long-term strategic plans related to asset management and construction budgeting. Works with internal stakeholders, including Branch leadership, Administration and Budget teams, and regional and state-wide planners.
Essential Job Duties
- Develop and recommend policies, processes, and projects for improving stewardship and accountability and effective risk management and financial efficiency in the management of infrastructure; develop and recommend processes and procedures for analyzing data to inform decision-making related to infrastructure maintenance strategies and project planning.
- Make recommendations for development and implementation of long-term strategic plans related to management of infrastructure assets and construction budgeting and meeting the Department's strategic objectives and goals; develop short- and long-term capital plan for the Department.
- Use analytical tools and metrics to provide portfolio status updates, technical information for Department staff, and long-term financial implications for construction budget planning.
- Provide input on the development of infrastructure design and maintenance standards and long-range comprehensive planning; evaluate life cycle data and trends to plan for rehabilitation versus replacement.
- Deliver end-user training on access to appropriate planning data and reporting within the Asset Management System to aid in making planned and predictive decisions on the next steps regarding infrastructure needs of the Department.
- Organize and conduct complex planning and research studies, including queries, and summarize multiple forms of data, and make relevant recommendations for maintenance, repair, replacement, or disposal of infrastructure based on data.
- Develop analyses, comparative statistics, and graphic depictions for asset management scenarios and planning; analyze department operations for variance, efficiency, and productivity, and develop recommendations.
- Develop policies and procedures to implement infrastructure management best practices such as construction project proposals, maintenance costs optimization, infrastructure asset management best management practices, and maintenance personnel resource optimization.
- Facilitate cross-discipline communication within the Infrastructure Management Branch to share updates, plan activities and develop processes and procedures.

Exemption Status / Special Notes
This position has been determined to be Exempt according to the Fair Labor Standards Act. Employees must agree to accept compensatory time in lieu of cash payments in accordance with the Department's Compensatory Time Off and Overtime Policy.
Salaried and hourly employees are expected to use a mobile device-cellular phone for Department business, as needed.
