Job Description

Are you ready to take the lead in safeguarding cutting-edge research and innovation?

We're seeking a dynamic and detail-oriented individual to fill the role of Research Security Officer at the University Missouri S&T (Rolla, MO), a nationally recognized research institution, with undergraduate and graduate level STEM programs, as well as supporting the research security needs at the University of Missouri at St. Louis (UMSL). This is a unique opportunity to make a significant impact on the development, implementation, and monitoring of our university's export controls, sanctions, and research security program.

Key Responsibilities Include

Global Impact: Serve as the primary point of contact for Missouri S&T, handling day-to-day export control issues flagged for review. This includes contract reviews, I-129 Attestation requests, international travel reviews, and international shipping requests. Also supporting UMSL, as needed. Anticipated split—Missouri S&T 90%, UMSL 10%.

Collaborative Leadership: Work with key constituents within the University to develop procedures, educational materials, website content, and best practices to strengthen research security and export controls programs.

Integration and Alignment: Collaborate closely with the UM System Director of Research Security and Compliance to ensure alignment with UM System and University policies, procedures, and practices, meeting federal requirements such as CHIPS & Science Act of 2022 and NSPM-33.

Expertise Development: Maintain expertise related to ITAR, EAR, OFAC regulations, NSDD-189, CUI policies, NSPM-33, CHIPS & Science Act of 2022, and federal contracting requirements. Actively participate in professional development opportunities.

Technological Compliance: Implement and monitor Technology Control Plans (TCPs) to ensure compliance with export control regulations and related contractual obligations.

Individuals in this position must be eligible to receive export-controlled information.

Shift

Monday – Friday, 8 am to 5 pm

This role is hybrid/remote consisting of being on campus at S&T a minimum of once every 6-8 weeks. This will include a mandatory onboarding in-person of 3-4 days at Missouri S&T. Minimum travel as needed to UMSL.

Minimum Qualifications

  • BA or BS Degree at an accredited 4-year institution and at least 3 years of direct experience in supporting and implementing Research Security and Export Control programs, including NIST 800-171 data security, developing and implementing Technology Control Plans (TCPs), and extensive knowledge of regulatory requirements under the EAR, ITAR, NRC/NNSA; and OFAC
  • Professional certifications such as Export Compliance Professional (ECoP), Certified Information Systems Auditor (CISA), Certified in Risk and Information Systems Control (CRISC), or related.

Preferred Qualifications

  • Working knowledge of the National Industrial Security Program (NISPOM), DFARS regulations, and other federal regulatory contract terms
  • Strong interpersonal and communication skills with the ability to work collaboratively
  • Proven experience in developing and implementing research security and compliance programs
  • Strong analytical and problem-solving skills to identify security vulnerabilities and develop effective mitigation strategies
  • Excellent written and verbal communication skills, with the ability to present complex security concepts to non-technical stakeholders
  • Strong negotiation and conflict resolution skills to handle sensitive situations diplomatically

Anticipated Hiring Range

The anticipated hiring range for this position has been established as $85,776-$100,027 annually.

Salary is determined by a variety of factors, including but not limited to, the individual’s particular combination of education, skills, and experience, as well as organizational requirements.
