The Technical Capabilities Department (N923) is seeking a CAP-SAP Integration Engineer (Lead) to support our US Intelligence Community and DoD integration mission within the National Security Program. The Technical Capabilities Department combines deep technical expertise and operational knowledge to provide unique insights and solutions to the most challenging problems facing the US Intelligence Community and DoD. The department includes four mission-focused groups: Space Technical Intelligence (STI), Exploitation & Data Analysis (E&DA), Science & Technology (S&T), and Adversary Technical Intelligence (ATI).
Roles and Responsibilities:
This position involves providing direct support to fast-paced cross-agency information integration efforts. The role will have varied components, ranging from direct engagement with sponsor government leadership, coordinating with other contractor support both inside and outside of the sponsor environment, as well as working closely with other MITRE experts working in this mission space. Qualified candidates will have significantly demonstrated experience integrating CAP and SAP information; coordinating and collaborating with multi-discipline teams; providing strategic oversight, system planning/road mapping, and technical leadership; and working directly with senior government leadership. The position involves extensive collaboration across the U.S. government and requires experience working with multiple Agencies, Departments, and external partners to develop and implement integration strategies. A current active U.S. Government TS/SCI clearance with CI polygraph is required. This role involves handling personnel records, including personal, assignment, and clearance information, and providing day-to-day support for Sensitive Compartmented Information (SCI) and Special Access Program (SAP) activities.

Key Responsibilities:
- Serve as the Principal Portfolio Security Manager for the IC-DoD Cross Cleared Working Groups (CCWGs).
- Support the development of DoD portfolio Terms of Reference and IC portfolio Terms of Accesses.
- Develop and provide routine and ad hoc status briefings to IC and DoD CAP and SAP oversight bodies.
- Manage CCWG billets and conduct or facilitate CAP and SAP indoctrinations and debriefs.
- Support the identification and drafting of DoD and IC policies and procedures to enhance and mature CAP/SAP integration and CCWGs.
- Serve as the CCWG control officer (CO) for the needed IC Control Systems and serve as the liaison between ODNI CAPCO, relevant DoD SAPCOs, and CCWG element COs.
- Perform data entry into Scattered Castles and JADE and maintain all CCWG billets and quota information.
- Review, track, and monitor security clearance processing activities with appropriate government personnel to ensure timely clearance actions.
- Participate in DoD SAP and IC CAP security compliance inspections of government organizations and industry SETA programs.
- Prepare, process, and/or review Program Access Requests (PARs) for accuracy and access eligibility.
- Execute Special Access Program Nomination Process Questionnaires.
- Conduct DISS, Scattered Castles, and SAPNP reviews of candidates being submitted for CAP or SAP access.
- Perform additional duties as directed by the CCWG senior steering group and Portfolio Leads.
- Candidate must have an active Top Secret/SCI Clearance with current polygraph.
- A minimum of 8 years of related experience with a Bachelor’s degree; or 6 years and a Master’s degree; or a PhD with 3 years’ experience; or equivalent combination of related education and work experience.
- Demonstrated experience supporting the Intelligence and National Defense Communities.
- Experience in collaborating and coordinating with both government leaders and contractors inside and across multiple organizations.
- Experience coordinating and collaborating with multidiscipline teams.
- Experience with Scattered Castles
- Must have evident knowledge and experience with: IC Standards or Directives; DoD Directives, Instructions, Manuals, or Standards, i.e., ICD 906, ICPG 906.1, ICPG 704.5, DoDD 5205.07 and DoDI 5205.11; and related government regulation.
- Ability to handle sensitive information with discretion and maintain confidentiality.
- Strong attention to detail and organizational skills.
- Strong interpersonal and communication skills, both written and verbal and effectively work with all levels of management.
- This position has an on-site requirement of 5 days a week on-site.
- Experience in dealing with the integration of SAP and CAP information.
- Experience with security clearance processes and SAP/SCI activities is preferred.
- Proficiency in data entry and database management.
