Department Summary:
The MITRE Corporation is seeking a Corporate Agreements Manager, Principal, to lead contracting support for MITRE on non-federal Government procurement activities.
The Corporate Agreements Manager, Principal, will report to the Subcontracts Department Manager and will lead and execute corporate agreement management functions for MITRE.
Roles & Responsibilities:
- Manage and mentor a team of professionals who process a high volume of Service Purchase Requisitions (SPRs) for Subcontractor and Consultant support in accordance with MITRE’s Subcontracts procedures.
- Negotiate NDAs and procurement agreements on behalf of MITRE with commercial entities, private sector, and other partners and individuals.
- Serve as liaison with Senior Level Management as well as Project Leaders as a trusted advisor to ensure timely delivery of contracted milestones and internal customer satisfaction.
- Use past experience and working understanding of Prime/Subcontractor/Consultant relationships to support various types of contracts autonomously
- Have a working understanding of internal and external audit requirements (i.e. DCAA and DCMA)
- Manage requests-for-proposal (RFPs) while participating in the acquisition process of subcontracts and consultants that may include: acquisition planning, request for proposal generation, source selection, contract negotiation, and award and administration of agreements
- Understand the requirements to develop compliant Subcontract files, and able to review staff files for compliance with MITRE and Government requirements.
- Be able to think independently to develop and document source selection and price/cost reasonableness
- Have clear and thorough understanding of government and MITRE procurement principles
- Exercise independent judgement within generally defined practices and policies in identifying solutions, with a focus on clear communications and relationship management
- Understand when to escalate to management for conflict resolution of terms and conditions, as needed
- Demonstrate multiple and multilevel relationship building, via verbal and written communications, to foster collaborative relationships with both internal and external customers
- Partner with Finance to report and monitor key procurement considerations related to accounts payable, invoicing, and related contract management issues, including data gathering, billing schedules, and purchase order management.
- Typically a Bachelor’s degree and 10 years of relevant experience or Masters and 8 years of experience
- Experience with subcontracts, government and procurement principles
- Understanding of internal and external audit requirements
- Experience with RFPs, Acquisition process of subcontracts, etc.
- Demonstrated success with managing staff.
- Demonstrated experience with the execution of red-lining third party contracts working through the process through completion.
- Proven track record of successful contract negotiations, driving cost savings, and securing favorable terms and conditions.
- Strong leadership, negotiation, and analytical skills are required.
- Experience with continuous process improvement methodologies.
- Exercise independent judgement and meet deadlines in a fast-paced organization.
- Demonstrate flexibility and agility to work and set priorities in an environment with competing and changing demands.
- Ability to handle multiple concurrent work streams while producing high quality output.
- This position requires a 50% on site hybrid schedule.
- Proficiency in Deltek Costpoint financial system.
- Understanding of Source-to-Pay Systems (Ivalua).
- Demonstrated proficiency in Windows environment including Microsoft O365, SharePoint, Word, and Excel.
- Demonstrated experience in the negotiation of agreements and contract terms.
- Demonstrate flexibility and agility to work and set priorities in an environment in an environment with competing and changing demands.
- Ability to handle multiple concurrent work streams while producing high quality output.
- Strong problem solving and troubleshooting skills with the ability to exercise mature judgment
- Strong communication and interpersonal skills and demonstrated ability to interact at all levels of the organization.
