Housing Inspector – Home Repair

Department of Health and Human Services

Annual Salary Range: $57,553.60 - $66,996.80

JOB SUMMARY: Under the direction of the Housing Program Manager, the Housing Inspector - Home Repair performs comprehensive inspections of private properties identified for rehabilitation; inventories repair work needed; creates and approves scopes of work; estimates rehabilitation costs; ensures all rehabilitation and new construction work performed by contractors conforms to scopes of work as well as building codes, construction specifications, and Federal HUD and State regulations.

Job Duties

  • Performs comprehensive inspection of residential properties to prepare scopes of work for projects, including construction, electrical, plumbing, lead hazard abatement work (including lead risk assessments), and accessibility work (architectural barrier removal).
  • Uses field inspection notes, measurements, and photographs to generate written scopes of work.
  • Performs necessary environmental record review for HUD funded projects.
  • Reviews scopes and bids with property owners and determines the amount of funding to be requested and prepares files for loan review.
  • Prepares contracts between property owner and contractor. Prepares loan documents and conducts loan closings. Arranges contract signings and pre-construction conferences.
  • Performs interim and final inspections to assure compliance with approved plans, building codes, County Home Repair specifications, and manufacturers’ standards; directs contractors to redo work, use different materials or methods when work does not comply with standards.
  • Provides programs outreach municipal partner and through other agencies. Field questions from clients about the Program over the phone and in person.
  • Monitors change orders, contract time extensions, and contractor job performance. Troubleshoots problems at jobsites and recommends solutions. Provide technical assistance over the phone and on the job site.
  • Prepares project-related reports and correspondence for agency representatives, homeowners, and elected officials. This may include using Neighborly software.
  • Travel within the community approximately 50% of work time.

Minimum Qualifications

  • Must be a current resident of the State of Wisconsin
  • Current Wisconsin Driver's License and access to a reliable insured vehicle; both maintained throughout employment
  • Candidates with the following education and experience will be considered:
    • High School Diploma or GED equivalent with at least three (3) to five (5) years of experience in housing, construction, or a journey level trade.
    • Associate degree in Construction or closely related field with at least one (1) to three (3) years of experience in housing, construction, or a journey level trade.
  • Possess at least a basic level of experience with Microsoft Office programs to include Excel, Word, Outlook
  • Able to travel within the community up to 50% of the time
  • Able to lift/carry/push/pull up to 30lbs as needed
Preferred Qualifications

  • Basic level of experience with tools used for inspecting and lead sampling
  • Wisconsin Uniform Dwelling Code Inspector and Wisconsin Lead Risk Assessor or Hazard Investigator. Note: must be obtained within 6 months of employment.

Knowledge, Skills and Abilities: Knowledge of the regulations governing subsidized programs such as HUD; knowledge of work processing applications; ability to operate a personal computer; ability to prioritize and organize workload; ability to determine rental subsidies; ability to effectively communicate in written and oral form; ability to secure confidential information; ability to perform calculations to determine eligibility; ability to work harmoniously and effectively with staff members, government officials, case managers and the general public.
