Position Description (PD) for a Modus21 Requirements Analyst Position / Scrum Master

Position Title : Process / Systems Analyst

Status : Permanent / Full-Time

Location : On-site / hybrid

Scope of Work : The Navy Foreign Military Sales (FMS) Case Execution Modernization Initiative (CEMI) will provide the Navy, Marine Corps, Coast Guard, and Foreign Nationals the enterprise case management system replacement for MISIL. The CEMI will serve as the case execution capability to comprehensively and efficiently access, integrate, manage, track, evaluate, and transfer case execution, logistics, requisition, procurement, contracting, funding, financial, accounting, and services data across the FMS community activities.

Modus21, LLC has developed a prototype to be the modernized, efficient, and secure FMS case execution system that needs to be deployed in order to replace the obsolete MISIL system. We need a Requirements Analyst that will also act as Scrum Master on the team.

Scrum Master Duties :

Lead and manage all Scrum events including daily stand-ups, sprint planning, sprint reviews, and sprint retrospectives, ensuring they are productive and within timeboxes.
Identify and actively resolve roadblocks that hinder the team's progress, working with relevant stakeholders to address issues.
Serve as the servant leader for the Scrum team, ensuring Agile principles are followed and track sprint progress using Agile metrics.
Support the Product Owner in refining, prioritizing, and maintaining the Product Backlog.
Ensure the backlog items are well-defined with clear acceptance criteria.

Requirements Analysis Duties :

Work closely with the Product Owner to prepare and elicit customer requirements using interviews, document analysis, surveys, site visits, business process descriptions, use cases, scenarios, business analysis, task and workflow analysis

Desire to read immense amounts of dense technical COBOL documentation from legacy system and interpret for to-be system requirements

Evaluate information gathered from multiple sources, reconcile conflicts, decompose high-level information into details, abstract up from low-level information to a general understanding and distinguish user requests from the underlying true needs

Develop user stories, acceptance criteria, process specifications and workflows according to standard templates, using Business Process Management Notation (BPMN)

Communicate and collaborate with both internal and external customers (i.I.e., developers, testers, project managers and subject matter experts) to ensure a shared understanding of requirements

Partner with Development and Architecture Teams for process reengineering and designing implementation solutions within Appian

Ability to engage in multiple projects / efforts simultaneously

Requirements / Experience :

BA / BS / MS degree in related area

Minimum of three (3) years experience in a requirements analyst role for software implementation projects

Deep understanding of Agile principles and Scrum framework

Ability to lead productive meetings and discussions, keeping everyone engaged

A focus on serving the team and empowering them to achieve their goals

Strong presentation, customer interfacing, and experience working remotely (by phone, virtually, etc.)

Strong collaboration, interpersonal and organizational skills

Exceptional verbal, written and presentation skills

Familiarity with Business Process Management Notation (BPMN), Agile / Scrum Methodologies, and Model Based Systems Engineering (MBSE) are a plus

Must be a US citizen and hold or be able to obtain a Department of Defense (DoD) Secret Security Clearance
