Scope of Work: The Navy Foreign Military Sales (FMS) Case Execution Modernization Initiative (CEMI) will provide the Navy, Marine Corps, Coast Guard, and Foreign Nationals the enterprise case management system replacement for MISIL. The CEMI will serve as the case execution capability to comprehensively and efficiently access, integrate, manage, track, evaluate, and transfer case execution, logistics, requisition, procurement, contracting, funding, financial, accounting, and services data across the FMS community activities.
Modus21, LLC is developing the Sea Services Security Assistance Logistics and Execution (S3ALE) application as part of a systems-of-systems solution to replace the obsolete MISIL system.
Summary of role: The Requirements Analyst acts as a bridge between Navy business stakeholders and the S3ALE Integration Team by understanding, analyzing, and documenting business requirements for the Navy-ERP-S3ALE integration, ensuring that the integrated S3ALE system meets business needs. The Requirements Analyst gathers and documents business requirements, conducts gap analyses and process mapping, communicates requirements to the S3ALE Integration Team, and validates solutions against business requirements.
Responsibilities:
- Elicit customer requirements using interviews, document analysis, surveys, site visits, business process descriptions, use cases, scenarios, business analysis, task and workflow analysis
- Prepare and facilitate elicitation session with Subject Matter Experts (SMEs)
- Desire to read immense amounts of dense technical COBOL documentation from legacy system and interpret for to-be system requirements
- Ability to interpret customer business needs and translate them into application and operational requirements
- Communicate and collaborate with both internal and external customers (I.e., developers, project managers and subject matter experts) to analyze information and requirements in order to deliver the required / associated process / technical specifications
- Partner with Dev and Architecture Teams to solution for implementation in Appian
- Develop user stories, acceptance criteria, process specifications and workflows according to standard templates, using Business Process Management Notation (BPMN)
- Develop test plan(s) and test cases from specifications and workflows according to standard templates
- Serve as a Proxy Product Owner (PO) to a scrum team and serve as a source of truth on the user story requirement
- Evaluate information gathered from multiple sources, reconcile conflicts, decompose high-level information into details, abstract up from low-level information to a general understanding and distinguish user requests from the underlying true needs
- Manage the creation, review, and analysis of IT requirements for customer systems.
- Present all IT documentation to stakeholders (as needed to document systems operation, functional requirements, processes, and methodologies).
- Translate and communicate complex technical documentation and subject matter between technical and non-technical audiences.
- Review software design, change specifications, and plans against process requirements.
- Provide user acceptance testing prior to full production deployments.
- Assist in providing final approval documentation for implementation of IT and functional requirements.
- Ability to engage in multiple projects / efforts simultaneously
Requirements/Experience:
- BA/BS/MS degree in related area
- Minimum of three (3) years experience in a requirements analyst role for software implementation projects
- Strong analytical and project / product management skills
- Strong presentation, customer interfacing, and experience working remotely (by phone, virtually, etc.)
- Strong collaboration, interpersonal and organizational skills
- Exceptional verbal, written and presentation skills
- Familiarity with Business Process Management Notation (BPMN), Agile / Scrum Methodologies, and Model Based Systems Engineering (MBSE) are a plus
Salary : $70,000 - $75,000
