We are actively looking for a Federal Subcontracts Administrator to join our Legal team. As part of the Legal Group, the Federal Subcontracts Administrator is responsible for effectively and professionally conducting and coordinating the activities associated with Federal subcontracting of services. The individual will have a thorough knowledge and understanding of Federal subcontracting concepts, principles and practices, and the techniques of ensuring task completion. Complete understanding of requirements for Federal subcontracts, including issuing requests for proposals, processing requisitions, awarding, and administering the subcontracts and amendments, maintaining fully compliant Federal subcontract files, and administering the closeout process. This position will be eligible to work from home in any state Moffatt & Nichol has an office or does work in.

Duties and responsibilities:

- The successful candidate will be expected to understand and effectively utilize all contract types, including fixed price, labor hour, and T&M
- Possess a significant understanding of FAR and DFARS clauses
- Administer subcontracts and amendments to ensure compliance with Federal regulations and company procurement policies & procedures
- Provide cradle-to-grave administration of fixed price, T&M, or labor hour agreements to include contractual compliance, invoice verification, performance evaluation, closeout of agreements, and records retention
- Maintain files of current copies of subconsultant Representations and Certification forms, insurance certificates, small business status forms, DBA insurance when required, labor rates, cybersecurity/NIST compliance, and other contractual items
- Coordinate with subconsultants appropriate reviews of subcontract agreements and negotiated terms and conditions
- Work independently with good problem solving skills, while keeping the project manager and project team updated on the status of their assigned activities
- Act as interface between subconsultants and Project managers and other end users for procurement activities
- Maintain effective relationships with subcontractors, project team members, management, clients, and support organizations
- Must understand cost/price analysis concepts and tools and be able to implement and complete necessary price/cost analysis on moderate to complex supplier proposals and agreements
- Ability to manage and meet deadlines and schedules

Qualifications:
- Bachelor’s degree in business, Law, or related field; required
- 3 years Federal subcontract administration experience; required
- Familiarity with Federal Acquisition Regulation (FAR) & (DFARS) and federal procurement principals; required
- Experience with preparing cost/price analyses for Federal projects
- Experience with preparing RFP’s/RFI’s for AE scope of work; preferred
- Working understanding of federal contracts and the flow-down and enforcement of applicable clauses and requirements, such as labor laws, environmental laws, safety, cybersecurity, quality matters
- Proficiency in MS Office Suite including Outlook and Excel, the ability to edit and create PDF documents, and the ability to work with databases and spreadsheet software
- Detail oriented and quality conscious
- A team player with strong verbal/written communication and collaboration skills
- Ability to be flexible with workload to meet project task requirements and deadlines, or other specific project requests
- Previous experience in lieu of degree is acceptable
- All new hires will be required to successfully complete and pass a pre-employment (post offer) background check in compliance with NIST 800-171

Base salary range:
$113,000 to $138,000 based on years of experience, level of education obtained, professional registration, and meeting required qualification in job description.
Base salary range only applicable for candidates who will be hired and working in the California, New York City, Washington, and Hawaii markets.
Working conditions:
Sedentary for prolonged period of time, interact with clients, and travel occasionally.
