Mohave County Development Services - Environmental Quality Division is looking to fill an Engineering Technician position from within the series below.Engineering Technician - >Starting Salary -Range 13, $21.09Engineering Technician Senior - > Starting Salary - Range 14, $22.15Engineering Technician Specialist- > Starting Salary -Range 16, $24.42Working ConditionsOccasional lifting of objects up to 50 pounds.Ability to erect and climb ladders and work using them at heights of up fifteen (15) feet above ground.Exposure to RF emissions and low voltage DC equipment.Exposure to chemicals, infectious materials, methane emissions and other hazardous or disagreeable elements such as leachate, solid waste, heavy metals, sewage, septage, dust and industrial waste.Exposure to varying weather conditions including extreme hot and cold temperatures and high winds depending upon location of inspection site, isolated, remote areas.This position will be in office and out in the field work environment, have interaction with the public at the front counter, in the field, and on the phone. There will be some travel required for trainings and to conduct inspections in rural areas.

EXAMPLE OF DUTIES
Inspects, evaluates, and renders decisions of compliance or violation on various types of onsite wastewater systems and related infrastructure for adherence to environmental laws, rules and regulations as set by State of Arizona. Reviews construction plans and specifications for various types of onsite wastewater systems situated on public establishments and or private property owners for compliance to environmental rules and regulations as set by State of Arizona.Investigates, responds, and resolves citizen's complaints involving potential or possible environmental and public health problems as they relate to onsite wastewater systems.Coordinates inspection activities with other County departments and governmental agencies.Secures compliance with pertinent regulations by promotion, education and enforcement of environmental quality and health rules and regulations as set by State of Arizona.Prepares reports, maintains records and issues environmental quality related violation or closure notices, orders and citations as prescribed under Mohave County delegation agreement with the Arizona Department of Environmental Quality.Communicates and acts in a professional manner with the public, co-workers, and work contacts.Testifying in court proceedings related to compliance and enforcement actions.Reviews for approval onsite wastewater permit plans for conformance to Arizona Revised Statutes, Arizona Administrative Code and Arizona Department of Environmental Quality delegation provisions.Performs inspections of constructed septic systems for compliance with plans.Witnessing of soil testing for wastewater treatment systems.May lead special projects or programs including assisting with development of policies and procedures, training and/or supervision for assigned staff.Guides, trains, reviews the work of, and oversees less experienced Engineering Technicians or others as assigned in learning, performing and completing job tasks which include, but not limited to, Water and Wastewater System review and comment, Landfill Environmental Report Development review and comment, outreach strategies and implementation, development of resolutions and or IGA’s related Water and Wastewater Systems and grant projects, engineering calculations, grant reporting, research, etc. Reviews work for accuracy and compliance to established procedures.Completes complex reports, planning documents & presentations and assists with implementation of special studies and projects with minimum supervision.Calculates effluent design flows and advises wastewater customers relative to design criteria, checks calculations of engineering technicians.Performs related work as required such as land fill inspections, abatement inspection supervision, coordinated ERACE activities, assisting with household hazardous collection events.Performs special assignments as requested. This may include preventative maintenance on landfill weather stations, monitoring well site infrastructure inspections, telemetry and landfill mapping and compaction monitoring.GIS mapping and data collection for onsite wastewater systems.Provides assistance with permitting applications. Entering and reviewing digital permit submissions.

SUPPLEMENTAL INFORMATION
Relevant federal, state and county codes, laws, rules and regulations pertaining to onsite wastewater systems.The principles, practices and techniques of environmental quality related and delegated inspections, education, compliance, and enforcement.Biological and physical science applicable to environmental health and safety.General principles and application of microbiology as it relates to disease transmission.General principles and application of chemistry as it relates to hazardous materials.General principles and application of public health knowledge as relates to sewage disposal and onsite wastewater systems.Computer applications that relate to the job including but not exclusive to Microsoft Windows, Word, Office, Excel, Internet and E-Mail applications, and other modern office procedures.Basic DC (direct current) electrical theory.English usage, spelling, grammar and punctuation; technical and expository writing.Use of level to determine slope and grade information.Use of global positioning equipment.Use of measuring tape and or wheel.Perform area and volume calculations.Estimate flow rates.Perform soil testing in the field (i.e., percolation test, soils classification).Review onsite wastewater system plans, designs and permit applications for approval.Conduct reviews of onsite wastewater system plans, designs, and permit applications.Review and interpret onsite wastewater system plans to conduct field inspections.Learn to interpret and apply Federal, State and Local laws, codes and regulations as they relate to the administration of the Arizona Department of Environmental Quality delegation agreement.Interpret technical information encountered in the performance of responsibilities.Secure facts, document information, evaluate data, and draw valid conclusions.Identify unsanitary, unsafe, or hazardous conditions of property and premises as they relate to onsite wastewater systems.Analyze situations accurately and take or recommend effective action.Diplomatically and tactfully resolve nonconforming conditions and code and ordinance violations.Establish and maintain effective working relationships with associate personnel, the general public and county and state departments and agencies and to deal tactfully and diplomatically in adverse situations.
