Job Summary:

The Director of Building and Grounds is responsible for the overall maintenance, safety, and efficient operation of Momence School District’s facilities, which include three school buildings and their surrounding grounds. This position provides leadership and oversight for custodial, maintenance, and groundskeeping teams, ensuring that all buildings and grounds are safe, clean, and well-maintained. The Director works closely with the Superintendent and Board of Education to manage maintenance programs, capital improvement projects, and compliance with all Illinois state and federal safety regulations.

Essential Duties and Responsibilities:

Facility Maintenance & Operations

  • Oversee the maintenance, repair, and daily operations of all district buildings, HVAC systems, plumbing, electrical, and mechanical systems.
  • Ensure compliance with Illinois Health/Life Safety Code for Public Schools, OSHA, ADA, and EPA regulations.
  • Develop and implement preventative maintenance schedules for all building systems and equipment.
  • Conduct regular facility inspections and address issues proactively.
  • Coordinate inspections and repairs with Illinois Department of Public Health (IDPH) and other agencies as required.
  • Manage vendor contracts and oversee outsourced maintenance, cleaning, and repair services.

Grounds Maintenance & Safety

  • Supervise maintenance of school grounds, playgrounds, athletic fields, parking lots, and sidewalks.
  • Oversee seasonal maintenance programs, including snow removal, lawn care, and landscaping.
  • Ensure compliance with pesticide use laws and environmental safety standards.
  • Maintain safe and functional outdoor learning and recreational spaces.

Custodial Operations & Staff Management

  • Supervise and evaluate custodians, maintenance workers, and groundskeepers.
  • Establish work schedules, performance expectations, and training programs for all staff.
  • Ensure custodial teams maintain clean, sanitary, and safe school environments.
  • Implement proper handling and storage of cleaning chemicals in compliance with the Illinois Green Cleaning Schools Act.
  • Coordinate cleaning procedures for special events, deep cleaning during breaks, and emergency response situations.

Budget & Resource Management

  • Oversee the building and grounds budget, ensuring efficient use of district funds.
  • Oversee purchasing of custodial and maintenance supplies, ensuring compliance with Illinois procurement laws.
  • Monitor energy usage and implement cost-saving measures.
  • Prepare bids and RFPs for construction, repairs, and major equipment purchases.
  • Apply for and manage state and federal grants related to facility improvements.

Safety & Compliance

  • Ensure all buildings meet Illinois School Safety and Emergency Preparedness requirements.
  • Maintain compliance with AHERA (Asbestos Hazard Emergency Response Act).
  • Develop and implement emergency response plans related to facility operations, weather emergencies, and security.
  • Conduct annual safety audits and inspections with local fire and safety officials.
  • Train staff on workplace safety, hazardous materials handling, and emergency procedures.

Capital Planning & Project Management

  • Assist in long-term facility planning, renovations, and construction projects.
  • Work with architects, engineers, and contractors to oversee capital improvement projects.
  • Develop and update multi-year maintenance and facility improvement plans.
  • Ensure projects align with Momence School District's strategic goals and financial planning.

Qualifications:

Education & Experience:

  • Required: High school diploma or equivalent.
  • Preferred: Associate’s or Bachelor’s degree in Facilities Management, Engineering, Business Administration, or a related field.
  • Minimum of 5 years of experience in facility operations, maintenance, or a related field, preferably in a school district setting.
  • Experience supervising custodial, maintenance, or groundskeeping staff.
  • Familiarity with Illinois school facility regulations, OSHA standards, and EPA guidelines.

Knowledge, Skills, and Abilities:

  • Strong understanding of HVAC, electrical, plumbing, and mechanical systems.
  • Knowledge of Illinois School Safety and Health/Life Safety Codes.
  • Ability to manage budgets, purchasing, and vendor contracts.
  • Strong leadership, organizational, and communication skills.
  • Ability to work collaboratively with administrators, staff, and external contractors.
  • Proficiency in facility management software, Microsoft Office, and work order systems.

Physical Requirements:

  • Ability to lift up to 50 pounds.
  • Frequent standing, walking, bending, and climbing ladders.
  • Ability to work in various weather conditions.
  • Availability for emergency maintenance needs outside of regular hours.

Licensing & Certifications (Preferred but Not Required):

  • Illinois Chief School Business Official (CSBO) Endorsement (if applicable).
  • Certified Educational Facilities Professional (CEFP) or Facility Management Professional (FMP) certification.
  • HVAC or electrical certifications.
  • Illinois pesticide application license (for grounds maintenance, if applicable).

Work Schedule:

  • Full-time, year-round position.
  • May require availability for evenings, weekends, and emergencies.
