Location : Albany, NY - Hybrid
Duration : 25 Months Contract

My client is seeking applicants to occupy the position of Level 3 Business Analyst to join our NYS Integrated Eligibility System Team located in Albany, NY. This role is Hybrid (50%) and is a long-term contract, 25 months. The mission of the Integrated Eligibility System (IES) is to enhance the well-being of New Yorkers by transforming health and human service delivery through coordinated business practices, modernized technology, and strategic partnerships. IES will provide eligibility, enrollment, case management, and payment functionality for Health and Human Service programs currently served by the Welfare Management System, Benefits Issuance Control System and other State systems. IES will build on the successful opening of the New York State of Health (NYSoH) by leveraging assets created for the health benefit exchange to modernize the eligibility system for health and human service programs.
Key Responsibilities :
The Business Analyst will conduct requirements analysis of existing systems processes and elicit, analyze, and document requirements for the implementation of the Child Support System, tasks including : Identifying and documenting as-is and to-be IES system requirements and design using the IES prescribed business analysis methodology, processes, and tools including but not limited to context diagrams, process flows, user stories, data dictionaries, user interface specifications and mockups; Conducting systems analysis and documentation on legacy mainframe systems; Meet with relevant stakeholders, including state agency and local district subject matter experts, users, and executive teams to elicit requirements; Produce work products that reflect and ensure system planning, design, and delivery are aligned with business needs; Conduct work product peer reviews and assist in internal review process; Understand and adhere to project timelines and priorities. The awarded consultant is required to be onsite at their assigned work location at the frequency required by the Office of Information Technology Services (ITS). This frequency is subject to change with notice. Consultants who are unwilling to be onsite for the required timeframe will have their task orders terminated.
Mandatory Qualifications :
- Level III- More than seven (7) years of experience working on complex projects with 2 or more years in a leadership role as a Business Analyst
- Minimum of seven (7) years' experience as a business analyst, including but not limited to : conducting business and systems analysis, requirements elicitation and validation, and producing thorough requirements documentation usable by quality and development teams. A minimum of two (2) years' experience must be from time served in a lead role managing a product backlog and prioritizing requirements for solution implementation.
- Minimum of seven (7) years of experience working on enterprise level software development projects with an active role in working with a diverse stakeholder, including but not limited to : Customers, Project Managers, Technical teams, and other Business Analysts. A minimum of two (2) years' experience must be from time served in a lead role managing a product backlog and prioritizing requirements for solution implementation.
