Job Summary:

The Project Manager (PM) is responsible for managing, coordinating, and administering projects from the conceptual stages through planning, procurement, fabrication, erection, and prime contract close-out. PMs develop and/ or support budget and schedule creation, manage performance, report progress, and initiate action to assure project objectives and schedules are met, and work is performed within budget and according to specifications.

Job Responsibilities:

  • Effectively plan, schedule, and manage projects to meet customer’s needs and expectations, and ensure the target profit levels are met.
  • Define and communicate roles, responsibilities, and authorities to project team members / partners and to the customer to ensure project completion in a safe manner, within budget, on schedule, and in conformance with the appropriate standards, specifications, and applicable regulatory requirements.
  • Monitor all contractual commitments to ensure that all work is performed in accordance with the specifications, drawings, and terms of the contract, plus that change orders and claims are processed in a timely manner.
  • Approve / submit all major purchase orders, contracts, and sub-contracts, and approves critical changes to these documents in accordance with Monarch’s procedures.
  • Assure proper material is ordered is meet contract commitments.
  • Ensure the following documents are completed with proper review: plans, permits, schedule, change control forms, weekly and monthly projection reports, project status reports and any other applicable documentation. Project documentation “lives” in Raken and be owned/ managed by the PM.
  • Tracking Responsibilities – budgeted man-hours vs actual, budgeted cost vs. actuals
  • Creation and submitting of timely invoicing based on completion percentage.
  • Communication with client to provide project status updates which can include, but not limited to, projected crew work schedules, revisions to scope (change control form) and schedule.
  • Conduct internal company meetings to coordinate project administration, issues, equipment, permitting, engineering, detailing, material availability, construction activity and resolve project problems.
  • Ensure construction activities are performed safely and effectively according to Monarch’s Safety Manual.
  • Complete all items required to close-out project and organize project post-job reviews to ensure that all Monarch documents are complete.

  • Required to visit jobsites where PM will be exposed to ongoing construction and various weather conditions including extreme heat / cold.

  • Responsible for overall job safety.
  • Required to work effectively with crew to encourage teamwork and productivity.
  • Provide leadership and training / mentorship to project personnel.

Role & Responsibilities Detail

Project Management (PM):

A. Process of Project Management includes, but is not limited to:

  • Opportunities for projects and customer relationships
  • Solicitations for quotations and bid awards from customers including service requirements, regulatory and statutory requirements that further define service requirements and criteria for acceptability.
  • Request for information (RFI) and change order requests
  • Tracking – Cost, budget, schedule and change in scope
  • Feedback – Complaints and satisfaction information
  • Project follow-up and lessons learned

B. Project is created in Raken – Includes all project info, drawings etc.

  • A kick-off meeting is held with the following personnel, as appropriate: General Manager, Project Managers and Foreman. Not all projects require a kick-off meeting; this is at the discretion of the general management. Factors that influence this decision include project size, complexity, required resources, and experience of assigned personnel.
  • Kick-off meeting’s purpose is to review the scope, schedule, pricing structure, equipment, labor, and training needs, communicate roles and identify subcontractor and vendor needs.

C. Communications - These policies provide guidance for effective communications within Monarch, plus proper communications from Monarch personnel to the owner / client of the project.

  • Effective communication is improved by following the chain of responsibility and authority. This is accomplished by communicating concerns, problems, questions etc. to the employee’s immediate supervisor. The Supervisor communicates the issue to their immediate Supervisor. That Supervisor communicates with his / her immediate Supervisor; this continues upward to senior management. This same chain of responsibility and authority follows downward from senior management to ensure effective vertical communication.
  • Supervisors need to communicate with upper management when there is a personnel related problem so it can be resolved quickly and properly.
  • Communications between supervisors of different work groups or crafts are essential for successful coordination of projects.
  • Supervisors must treat all Monarch work crews as part of the Monarch team.
  • Openly communicate with other work crews so problems and costs are reduced.
  • PMs are responsible for Foremen documenting the following on each project:
  • Field reports, as required
  • Cost issues
  • Issues with client
  • Scheduling issues
  • The PM must be involved In all field communications with the owner / client:
  • All price / costs issues and scheduling commitments must go through the designated PM then be presented to the owner/client.
  • PMs must educate their Foremen on communication policies and priorities.
  • Jobsite equipment damage must be communicated directly to the PM. It is the PM’s responsibility to ensure the equipment gets the necessary attention and is back in good running order as soon as possible.
  • Communicate safety issues and violations in accordance with Monarch Policies.
  • Production quantities are reported by the field to the Project Manager via Raken on a daily basis, or as required by the PM. Some high-profile projects may entail more frequent reporting requirements. The PM maintains running totals and analyzes this data for productivity, costs, and schedule adherence. The PM then communicates this information to the General Manager and Ownership:
  • Actual vs. budgeted costs
  • Actual vs. budgeted productivity
  • Actual vs. contract (bid) quantities
  • Actual vs. budgeted man-hours

D. Project Change Orders

  • Customers may contact the PM with a written change order request to modify a project.
  • PM is responsible for providing a cost estimate/ budget and schedule impact of the Change Order back to the owner for approval, which must be provided in writing prior to any work being initiated.
  • PM must track the progress of the Change Order since it is now part of project scope.

E. Customer Satisfaction / Lessons Learned

  • Customer satisfaction is based on performance indicators including service quality, project delivery, customer communications (including complaints and corrective action requests), and survey results as appropriate. Other indicators of customer satisfaction may include data derived from sales volumes, repeat customers, lost business, etc.
  • Management reviews satisfaction information timely and initiates appropriate corrective actions.
