Job Description:
The primary function of this role is to assist with the management of the Key West International Airport (EYW) and the Florida Keys Marathon Airport (MTH). The Assistant Director is a designated Airport Security Coordinator (ASC) at EYW and is responsible for the wildlife management plan, airside operations, ground transportation resolution, minimum standards, rules and regulations, and the Noise Insulation Program. Also oversees daily operations, plans for future construction projects, and environmental studies in conjunction with the Federal Aviation Administration (FAA), Florida Department of Transportation (FDOT), FAA Part 139 Certification Program, Transportation Security Administration (TSA) 1542 Security Program, and other Federal, State, and County agencies. Reports to the Executive Director of Airports.
ESSENTIAL JOB FUNCTIONS
  • Ensures that EYW complies with all Federal Aviation Regulations and Part 139 standards, and oversees FAA inspections.
  • Directs operations at EYW and coordinates with the FAA, the TSA, FDOT, County, and other agencies.
  • Supervises and implements all FAA Security measures at EYW and ensures compliance with all TSA security directives.
  • Provides leadership and oversight of operations, including facilities, safety and security, tenant relations, and Fixed-Base Operators (FBOs).
  • Is responsible for implementing the Director’s initiatives and drafting and maintaining standard operating procedures (SOPs), minimum standards, rules and regulations, and safety management system (SMS) program for EYW and MTH.
  • Establishes training and maintains FCC and FAA compliance for Commercial Airline Ramp Control Procedures.
  • Responsible for airport emergency planning and operational response (prepare for and respond to all emergencies and irregular operations).
  • Responsible for airport wildlife hazard management plan (WHMP) including falconry program and wildlife hazard assessments.
  • Participates in the negotiation and implementation of leases and contracts with EYW and MTH tenants.
  • Supervises administration, maintenance, operations, security, and Airport Rescue Firefighters at EYW; will assist with occasional oversight at the MTH.
  • Plans and develops improvements and construction projects at EYW and MTH with the Executive Director of Airports and Airport consultants.
  • Supervises all operational activities at EYW to ensure compliance with leases and FAA, FDOT, and County regulations.
  • Participates in the negotiation and implementation of leases and contracts with EYW and MTH tenants.
  • Is responsible for the customer experience program (passenger seating and accessibility and wayfinding).
  • Supervises and enforces all commercial ground transportation activities at EYW.
  • Supervises special events at or for EYW, i.e. Airshows, Powerboat Races, etc.
  • Oversees and manages the Noise Insulation Program (NIP) and NIP projects in conjunction with the Airport Noise Coordinator and Consultants and attends noise ad hoc committee meetings.
  • Coordinates airport issues with public and civic organizations.
  • Attends appropriate meetings of the Board of County Commissioners and other meetings as requested by the Executive Director.
  • Assist with grant administration.
  • Perform administrative duties as needed including processing contracts and leases, obtaining price quotes, etc.
  • Performs other related job duties as assigned.
  • In the event of special, emergency, or disaster situations, employee may be required to work schedules other than those for which they are regularly scheduled in any capacity deemed appropriate.
QUALIFICATIONS
Education and Experience:
Bachelor's degree required with a major in Airport Management or related field. 7 years minimum of prior related work experience at a commercial service airport and two years of airport management experience.
Special Qualifications:
Must be able to obtain a Valid Florida Driver License and pass a ten (10) year fingerprint Criminal History Records background check and Security Threat Assessment (STA).
Knowledge, Skills, and Abilities:
  • Ability to oversee, plan, and implement major programs and services for the organization, and report on progress to the organization's executive team.
  • Ability to oversee work that involves the use of complex technical, scientific, or mathematical concepts that increases the efficiency and effectiveness of the organization; analyze and make recommendations on how to improve the operational performance of the organization.
  • Ability to be responsible for determining goals, policies, and desired outcomes for multiple units; determine the appropriate level of resources to meet the organization's needs.
  • Ability to provide updates to senior managers, elected officials, or other community groups or organizations; work regularly with other Directors or senior managers to ensure the provision of efficient and effective services; part of performance based on responses to members of the community or internal peers within the organization.
PHYSICAL DEMANDS
The work is sedentary and requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Additionally, the following physical abilities are required:
  • Crouching: Bending the body downward and forward by bending leg and spine.
  • Feeling: Perceiving attributes of objects, such as size, shape, temperature, or texture by touching with skin, particularly that of fingertips.
  • Grasping: Applying pressure to an object with the fingers and palm.
  • Handling: Picking, holding, or otherwise working, primarily with the whole hand.
  • Hearing: Perceiving the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication, and to make the discrimination in sound.
  • Lifting: Raising objects from a lower to a higher position or moving objects horizontally from position-to-position. Occurs to a considerable degree and requires substantial use of upper extremities and back muscles.
  • Manual Dexterity: Picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand as in handling.
  • Mental Acuity: Ability to make rational decisions through sound logic and deductive processes.
  • Pulling: Using upper extremities to exert force in order to draw, haul, or tug objects in a sustained motion.
  • Pushing: Using upper extremities to press against something with steady force in order to thrust forward, downward, or outward.
  • Reaching: Extending hand(s) and arm(s) in any direction.
  • Repetitive Motion: Substantial movements (motions) of the wrist, hands, and/or fingers.
  • Speaking: Expressing or exchanging ideas by means of the spoken word including the ability to convey detailed or important spoken instructions to other workers accurately and concisely.
  • Standing: Particularly for sustained periods of time.
  • Stooping: Bending body downward and forward by bending spine at the waist. Occurs to a considerable degree and requires full motion of the lower extremities and back muscles.
  • Talking: Expressing or exchanging ideas by means of the spoken word including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
  • Visual Acuity: Have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; and/or extensive reading.
  • Walking: Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.
