$94,527.77 - $151,244.44
Job Description:
The primary function of this position is to review all plans and specifications for compliance to the current building codes, land development regulations and floodplain regulations in keeping with Monroe County’s mission, vision, and values. Provides inspections of improvements in the course of construction, alteration, and repairs. Assist the Building Official and Assistant Building Official, building inspectors, people in the local construction industry, and property owners in researching relevant code sections and their interpretations in order to achieve compliance, in addition to spending a good deal of time answering questions asked by the general public and the industry concerning what type of information is needed to submit for various types of permits.

ESSENTIAL JOB FUNCTIONS
  • Supervises, trains, and evaluates the work performance of assigned Building Department staff.
  • Schedules, monitors, and tracks field inspection activities and assigns and distributes workload.
  • Assists permitting staff, design professionals, and community with code compliance.
  • Assists public in obtaining permits.
  • Assists Building Official and Assistant Building Official as required.
  • Performs plan review for compliance to all current codes.
  • Researches product approvals, engineered specifications, and certifications from testing agencies.
  • Under direction of the Building Official or Assistant Building Official supervises, directs and trains assigned Building Department staff; assigns inspections, and check plans review conducted by authorized personnel.
  • Assists the Building Official and Assistant Building Official with building permit processing and record keeping.
  • Inputs permit fees and plan review notes on computer.
  • Assists inspectors with code compliance as required.
  • Researches applicable continuing education classes for staff.
  • Performs site visits as required.
  • Performs field inspections on a daily basis for compliance to all applicable codes and permits.
  • Performs field inspections for floodplain as required.
  • Maintains a library of working files placed in my possession keeping track of and rotating them in date order.
  • Assists in planning and directing Building Department activities, performs plan checking of the more complex submitted plans and, performs other related work as assigned.
  • Assists with, and completes, activities of select emergency management programs as assigned by the Building Official and Assistant Building Official, which includes, but is not limited to, supervising inspectors for damage control assessments, FEMA timecards record keeping, equipment management (car/truck deployment), and Emergency Operation Center coordination.
  • Performs other related job duties as assigned.
  • In the event of special, emergency, or disaster situations, employee may be required to work schedules other than those for which they are regularly scheduled in any capacity deemed appropriate.
QUALIFICATIONS
Education and Experience:
Bachelor’s Degree preferred. Experience may substitute for education. 7 years minimum of prior related work experience.
Special Qualifications:
Must possess a Standard Inspector license and a Standard Plans Examiner license issued by the State of Florida. Valid Florida Driver’s license required.
Knowledge, Skills, and Abilities:
  • Ability to organize work around broad organizational goals and processes.
  • Ability to perform work that encompasses advanced technical, scientific, legal, or mathematical concepts.
  • Ability to oversee numerous functions and staff.
  • Ability to determine policies and procedures that will ensure the success of the operation.
  • Ability to oversee and manage work involving multiple units.
  • Ability to work regularly with other managers to successfully meet the goals and objectives of the organization.
PHYSICAL DEMANDS
The work is medium and requires exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. Additionally, the following physical abilities are required:
  • Balancing: Maintaining body equilibrium to prevent falling while walking, standing, or crouching on narrow, slippery, or erratically moving surfaces. The amount of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium.
  • Climbing: Ascending or descending ladders, stairs, scaffolding, ramps, poles, and the like, using feet and legs and/or hands and arms. Body agility is emphasized.
  • Crouching: Bending the body downward and forward by bending leg and spine.
  • Feeling: Perceiving attributes of objects, such as size, shape, temperature, or texture by touching with skin, particularly that of fingertips.
  • Grasping: Applying pressure to an object with the fingers and palm.
  • Handling: Picking, holding, or otherwise working, primarily with the whole hand.
  • Hearing: Perceiving the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication, and to make the discrimination in sound.
  • Kneeling: Bending legs at knee to come to a rest on knee or knees.
  • Lifting: Raising objects from a lower to a higher position or moving objects horizontally from position-to-position. Occurs to a considerable degree and requires substantial use of upper extremities and back muscles.
  • Manual Dexterity: Picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand as in handling.
  • Mental Acuity: Ability to make rational decisions through sound logic and deductive processes.
  • Pulling: Using upper extremities to exert force in order to draw, haul or tug objects in a sustained motion.
  • Reaching: Extending hand(s) and arm(s) in any direction.
  • Speaking: Expressing or exchanging ideas by means of the spoken word including the ability to convey detailed or important spoken instructions to other workers accurately and concisely.
  • Standing: Particularly for sustained periods of time.
  • Stooping: Bending body downward and forward by bending spine at the waist. Occurs to a considerable degree and requires full motion of the lower extremities and back muscles.
  • Talking: Expressing or exchanging ideas by means of the spoken word including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
  • Visual Acuity: Have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; and/or extensive reading.
  • Walking: Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.
