Job Description:
The primary function of this position is to perform overall administration of the Fire Rescue Department in the areas of administrative/support functions; supervise and direct administrative operations; supervises and directs administrative/support functions of MCFR including logistics, budget, finance, personnel, payroll, technology, records; and performs related work as required.
ESSENTIAL JOB FUNCTIONS
- Plans, controls, staffs, organizes, represents, and directs all fire suppression, rescue, and emergency medical services delivery in the portion of Monroe County serviced by MCFR.
- Recommends adjustment of grievances and evaluates employee performance. Investigates complaints made against the department.
- Responds to major emergency incidents and may assume command of incidents within the service area of MCFR.
- Prepares, reviews, edits, and recommends plans, studies, and reports concerning delivery of emergency services.
- Prepares, reviews, edits, implements, monitors, and enforces standard operating procedures, general orders, and other policies.
- Assists in reviewing applications, performing written and skill testing, interviewing and assisting in the final recommendation of all firefighter candidates for employment.
- Speaks to civic clubs, homeowners, property owners, radio, TV, and newspapers as required. Official spokesperson for all Department issues. May serve as a personal representative of the County Fire Chief.
- Prepares, reviews, edits, recommends, and monitors the Department’s budget and finance activities.
- During activations of the County Emergency Operations Center, serves in the Operations Section and oversees management and coordination of Emergency Support Functions for Fire Fighting (ESF-4), Search and Rescue (ESF-9), and Hazardous Materials (ESF-10) during a declared State of Emergency.
- In conjunction with other managerial staff, coordinates with volunteer and career officers and support staff to assure the efficient and safe staffing of all MCFR resources.
- Participates in educational and public information programs of the Fire Rescue Department.
- Represents the County Fire Chief at various county and regional meetings. Upon appointment, serves as the acting Emergency Services Director in the Fire Chief’s absence.
- Maintains knowledge of Monroe County Comprehensive Emergency Management Plan and Florida Fire Chiefs Statewide Mutual Aid Disaster Response Plan.
- Assists EMS Division and Medical Director in evaluating and improving the quality of emergency medical services provided by MCFR.
- Manages and supervises activities related to logistics, including fire station repair and maintenance and fire apparatus and equipment readiness.
- Coordinates capital improvement projects.
- Manages personnel and payroll activities.
- Performs other related job duties as assigned.
- In the event of special, emergency, or disaster situations, employee may be required to work schedules other than those for which they are regularly scheduled in any capacity deemed appropriate.
QUALIFICATIONS
Education and Experience:
Associate degree in Fire Science, Public Administration, or closely related field required. Bachelor’s degree in Fire Science, Public Administration, or closely related field, preferred. Ten (10) years of progressively responsible experience with a career fire service organization in all areas of fire operation, management, budget, prevention, suppression, and training.
Special Qualifications:
State of Florida Firefighter I & II Certification required. State of Florida Fire Officer II Certification required; Fire Officer III & IV preferred. State of Florida Instructor I required; II & III preferred. State of Florida Safety Officer required within 12 months. Florida Certified Emergency Medical Technician required; State of Florida Paramedic Certification preferred. Currently hold or previously held the rank of Battalion Chief or greater. Graduate of National Fire Academy preferred. Possession of a valid, appropriate Florida Driver License and have an acceptable driving record. The use of tobacco products is prohibited.

- Ability to determine goals, policies, and desired outcomes for multiple units. Ability to determine the appropriate level of resources to meet the organization's needs.
- Ability to provide updates to senior managers, elected officials, or other community groups or organizations. Ability to work regularly with other Directors or senior managers to ensure the provision of efficient and effective services.
PHYSICAL DEMANDS
The work is heavy and requires exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects. Additionally, the following physical abilities are required:
- Balancing: Maintaining body equilibrium to prevent falling while walking, standing or crouching on narrow, slippery, or erratically moving surfaces. The amount of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium.
- Climbing: Ascending or descending ladders, stairs, scaffolding, ramps, poles and the like, using feet and legs and/or hands and arms. Body agility is emphasized.
- Crawling: Moving about on hands and knees or hands and feet.
- Crouching: Bending the body downward and forward by bending leg and spine.
- Feeling: Perceiving attributes of objects, such as size, shape, temperature or texture by touching with skin, particularly that of fingertips.
- Hearing: Perceiving the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication, and to make the discrimination in sound.
- Kneeling: Bending legs at knee to come to a rest on knee or knees.
- Lifting: Raising objects from a lower to a higher position or moving objects horizontally from position-to-position. Occurs to a considerable degree and requires substantial use of upper extremities and back muscles.
- Mental Acuity: Ability to make rational decisions through sound logic and deductive processes.
- Pulling: Using upper extremities to exert force in order to draw, haul or tug objects in a sustained motion.
- Pushing: Using upper extremities to press against something with steady force in order to thrust forward, downward or outward.
- Reaching: Extending hand(s) and arm(s) in any direction.
- Repetitive Motion: Substantial movements (motions) of the wrist, hands, and/or fingers.
- Speaking: Expressing or exchanging ideas by means of the spoken word including the ability to convey detailed or important spoken instructions to other workers accurately and concisely.
