What are the responsibilities and job description for the Head Field Assessor - Tax Assessment position at Monroe County, PA?
PURPOSE OF CLASSIFICATION
The purpose of this classification is to assist the Chief Assessor with administrative duties associated with the Field Assessment Unit personnel and to estimate the fair market value of commercial, residential, industrial and 319 values within Monroe County. Duties and responsibilities include, but are not limited to: planning and delegating work assignments to assigned staff; coordinating field assessment functions with other departments; conducting inspections of construction sites; determining fair market value of property; and performing other duties as assigned.
ESSENTIAL FUNCTIONS
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
- Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
- Plans, coordinates and delegates daily work assignments to assigned field assessment staff; monitors performance and reviews work assignments for accuracy and compliance with all county, state and federal guidelines and laws; trains new and existing staff regarding work assignments, policies and procedures; counsels staff and provides advice where necessary; coordinates field assessment functions with other departments.
- Assists the Chief Assessor with administrative duties relating to field assessment unit personnel such as evaluations, discipline, and other human resource matters; provides input and advise where needed.
- Problem solving issues regarding new software regarding values.
- Calculates the fair market value of property within assigned township(s); applies mathematical formulas to determine correct measurements; determines market value of home sites, road fronts, subdivisions, commercial sites, and other areas; researches plots for wetland delineation; assesses all land change values by designed state deadlines; adheres to all local and state parameters; enters information regarding property sites into computerized databases and files for final review determination of market value; answers questions and explains to taxpayers how valuation was determined.
- Prepares and prints computer reports to support market value for appeals in assigned townships; notifies owner of field check on a property for appeal; provides supporting documentation for appeal hearings to attorney and other individuals as required; consults with County Attorney regarding hearing and testimony; appears in court and provides expert testimony; defends valuation of property to Board of Appeals at hearings; answers questions and provides information.
- Conducts inspections of residential and commercial building construction sites; sketches building and measures structure and any additions; lists information contained in and around building such as heating system, plumbing, basements, fireplaces and other features to determine fair market value for building; records for tax and appraisal purposes; maintains information for departmental and county files.
- Reads and interprets each deed to qualify for STEB; locates each record number; contacts grantee, grantor, and/or attorneys to investigate; qualifies sales using codes determined by the state; builds STEB report in database; prints and reviews for accuracy and completeness; enters comparable sales in computerized files for future reference; submits report to STEB; maintains copies for departmental files.
- Assists in setting appeals dates for taxpayers who disagree with property valuation; calls taxpayers regarding appeals. performs administrative functions for the Board of Assessment; records all assessment appeals; takes minutes of all assessment appeals; assists attorney in defending appeals cases; assists field assessors in preparing and defending their cases before the board; reviews changes assessors make to information for an appeal.
- Makes corrections and/or ensures corrects are made to errors in property assessments and valuations; calculates additions and/or subtractions to assessments; makes corrections to all supporting documentation; forwards paperwork to front office for filing and maintenance.
- Reviews recorded plot plans for wetlands and road frontage; processes land splits from deeds and plots using comparable sales and subdivisions; enters values into database.
- Has many years of experience doing title searches and assists the mapping department when researching deeds and chain of titles.
- Assigns specified computer codes to designated county documents and records for correct billing cycle; reviews information on all files for accuracy and completeness; enters information into computer as required; files according to billing cycle.
- Runs Interim reports and creates interim notices monthly.
- Reviews applications, map tracing and soils maps for 319; prepares worksheet of all information; enters information into database; explains 319 rules and regulations to tax payers and attorneys; answers questions and provides additional information as necessary.
- Coordinates and collates tax maps, property record cards, building permits, field checks and other related information; marks maps and plot routes of designated properties; maintains updated files and information; makes copies where necessary.
- Files completed building permits in designated drawer for data entry purposes; places unfinished permits on incomplete status and files for revisit; compares field information with building permit.
- Attends continuing education classes to maintain Certified Pennsylvania Evaluator (CPE) licensing; attends meetings, conferences, seminars, workshops and other training classes to stay apprised of changes in legislation and current trends within the industry; applies current information to daily work routine; provides feedback to staff regarding new information and training sessions; ensures compliance by other county staff.
- Types and prepares various correspondence to include letters, memorandums, forms, and other documents; reviews information for accuracy and completeness; makes corrections and/or additions as needed; enters information into computer databases if necessary; maintains copies for departmental files.
- Receives and screens incoming telephone calls from appraisers, attorneys, tax payers, tax collectors, outside agencies and the general public; routes calls, provides information, and/or takes messages as necessary; answers questions from tax and/or property assessors, staff, outside agencies, the public or other individuals.
- Assist Tax Claim when updating multiple owners for re mails for Upset Sales.
- Prepares P Card statements monthly for gas usage.
ADDITIONAL FUNCTIONS
Performs other related duties as required.
MINIMUM QUALIFICATIONS
- High school diploma or GED; supplemented by college level course work or vocational training in building construction, property assessment, or a related field; supplemented by three (3) years previous experience and/or training that includes property assessment, building construction, maps, plot plans, blueprints, property deeds or related required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must hold and retain licensing as a Certified Pennsylvania Evaluator (CPE).
- Must possess and maintain a valid Pennsylvania driver’s license.
- Must pass a defensive driving course.
