Job Description :

The primary function of this position involves the preparation, management, and implementation of Department Budget, Grants, Contracts, and Local Mitigation Strategies. Responsible for comprehensive development of Emergency Management (EM) activities dealing with various Emergency Support Functions (ESF) and for collection, evaluation, dissemination, and use of information in the development of the incident documents and status of resources. Required to perform technical and specialized work functions associated with organizing and coordinating operations, communications, and planning and response aspects of emergency management. This work is performed under the general direction of the Emergency Management Director.

ESSENTIAL JOB FUNCTIONS

  • Preparation, development, implementation, and compliance of the EM Office, Emergency Operations Center (EOC), and Radiological Emergency Preparedness (REP) budget; prepare resolutions that affect the budgets throughout the year; prepare reports showing where department stands as related to their budgets and analytical work on special projects. Maintains continuous budget control and assembles statistics on expenditures and revenues during the year.
  • Identifies, prepares, and manages grant applications from state and federal agencies; assists (or develops) with development of grant proposals for program funding assistance monitoring grant-funded programs, financial accountability, and preparation of grant-related reports to ensure compliance with terms of the grant.
  • Draft language and guide proposals, contract summaries, and agenda items through public hearings and other administrative processes. Responsible for preparation and managing of all contracts, Memorandums of Understanding (MOUs), Standard Operating Procedures (SOPs), and applications under the purview of the Emergency Management Department.
  • Plans for Local Mitigation Strategy (LMS) projects; develops, reviews, revises, and / or updates programs and plans to improve local government's ability to mitigate and respond to emergencies and disasters.
  • Serves as the Emergency Management representative on the Urban Area Security Initiative (UASI) working group.
  • Represents Emergency Management on the Regional Domestic Security Task Force Emergency Management working group.
  • Serve as MCEM Planning Section Chief for both daily and Emergency Operations. Responsible for the collection, evaluation, dissemination, and use of information in the development of the incident documents and status of resources.
  • Plans Emergency Management programs / activities associated with preparation for, response to, and recovery from natural or man-made disasters or emergencies affecting lives and property of citizens.
  • Interacts with officials and representatives of various State, Federal, and local agencies, as well as private sectors, in a professional manner.
  • Involves and educates special interest groups, customers, and public officials regarding Emergency Management responsibilities and activities via variety of forums, i.e., seminars, workshops, newsletters, assessments, and reports.
  • Attends meetings, seminars, workshops, and training sessions as appropriate; maintains a comprehensive, current knowledge and awareness of emergency management strategies and applicable laws and regulations.
  • Is an active participant in Radiological Emergency Preparedness (REP) planning, exercises, and response.
  • Responsible for the research, revision, and development of plans and procedures dealing with Emergency Management preparedness, response, and recovery to and from disaster.
  • Maintains steady contact with State, Federal, and local agencies throughout the year regarding Emergency Management preparedness issues, exercise planning, and exercise participation.
  • Makes recommendations or decisions which usually affect the assigned department, but may at times affect operations, services, individuals, or activities of others outside of the assigned department.
  • Frequently, the application of multiple technical activities is employed; therefore, analytical ability and inductive thinking are required. Problem-solving involves identification and analysis of diverse issues.
  • Independent judgment is required to study previously established, often particularly relevant guidelines; plan for various interrelated activities; and coordinate such activities within a work unit or while completing a project.
  • Communication with regular contacts to carry out programs and to explain specialized matters is required. As well as ongoing contact with officials on matters requiring cooperation, explanation, and persuasion involving the enforcement of regulations, policies, and procedures.
  • Responsible for orienting and training others and assigning and reviewing their work. Also responsible for acting in a "lead" or "senior" capacity over other positions performing essentially the same work, or related technical tasks and reporting to a higher level on a formal basis.
  • Work requires occasional physical exertion and / or muscular strain. Work involves several disagreeable elements and / or exposure to job hazards where there is some possibility of injury.
  • Responsible for completing 10 PDS courses within the first 2 years in position (through the Emergency Management Academy). Employee is also responsible to refresh with 5 PDS courses.
  • Performs other duties as assigned.
  • In the event of special, emergency, or disaster situations, employees may be required to work schedules other than those for which they are regularly scheduled in any capacity deemed appropriate.
  • On-call 24 hours pending potential emergencies.

QUALIFICATIONS

Education and Experience :

Bachelor's degree preferred. Major in Emergency Management, Public Administration, Business Administration, Management, or related acceptable field. Five (5) to seven (7) years minimum of prior related work experience. An acceptable combination of education and / or experience may be substituted for education.

  • Ability to oversee numerous functions and staff.
  • Ability to work from a general outline of duties and responsibilities; Other employees assist in completing work.
  • Ability to perform work that encompasses advanced technical, scientific, legal, or mathematical concepts.
  • Ability to make decisions that govern the activities and behaviors of staff members. Work directly impacts other workers, citizens, or both.
  • Ability to work in a dynamic environment that requires me to be sensitive to change and responsive to changing goals, priorities, and needs.
  • PHYSICAL DEMANDS

    The work is sedentary and requires exerting up to 10 pounds of force occasionally and / or negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects, including the human body. Additionally, the following physical abilities are required :

  • Hearing : Perceiving the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication, and to make the discrimination sound.
  • Mental Acuity : Ability to make rational decisions through sound logic and deductive processes.
  • Repetitive Motion : Substantial movements (motions) of the wrist, hands, and / or fingers.
  • Speaking : Expressing or exchanging ideas by means of the spoken word including the ability to convey detailed or important spoken instructions to other workers accurately and concisely.
  • Talking : Expressing or exchanging ideas by means of the spoken word including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
