JOB SUMMARY:
The Property Manager for the Monroe Housing Authority at Fairway Acres is the primary employee of the Housing Authority Board. The Manager will be responsible for the oversight of the housing development including but not limited to maintenance/capital improvements, budgeting, rent collections, evictions, occupancy, marketing, service contracts, expense control, audits, provide superior customer service and communication to tenants, visitors, and prospects.
ESSENTIAL DUTIES & RESPONSIBLILITIES:
· Oversee, maintain and inspect dwelling units, grounds, community room/office and garages.
· Coordinate ongoing maintenance and inspections to comply with all relevant laws, codes, and Monroe Housing Authority policies including supervision of Housing Authority Maintenance Staff Vendors.
· Select tenants through Wait List process.
· Collect rents, compile invoices and expenses for approval and payment. Analyze operating statements.
· Assist in preparation of the budget and reports on financial performance.
· Manage on-site staff and vendor relationships.
· Maintain a positive living environment for tenants through prompt conflict resolution and consistent follow-up. Acts as or coordinates for an impartial hearing office on tenant/applicant grievances in partnership with the Residential Service Coordinator (as applicable).
· Prepare and maintain all records, correspondence and files.
· Update and develop policy and procedures for guidance of the housing authority and maintaining uniformity in operation of housing projects and services.
· Insure timely submission and accuracy of required documentation. Monitors for program compliance. Maintains asset inventory and insures properties are well-maintained and properly insured.
· Carry out purchasing in accordance with Housing Authority procurement policy.
· Compile information for annual budget preparation annual plan and monthly financial reports.
· Supports Housing Authority Board Chair in creation of meeting agendas and attends meetings of the Housing Authority Board and provides written report.
· Acts as project manager for Capital Fund expenditures, monitoring for timely expenditure of grant reports.
· Attends workshops and conferences to ensure industry requirements are met to the benefit of the Housing Authority.
· Act as hearing officer for resident lease violations.
· Monitor unit turnover for down time, make ready time and lease up time for maximum rental income.
· Monitor accounts receivable delinquencies for payment collection or write off as per Housing Authority policy.
· Ensure policies and procedures are followed by staff. Maintain and manage all required data.
· Other assigned duties as deemed necessary and appropriate.
EDUCATION/SKILLS/EXPERIENCE:
· Bachelor’s Degree Preferred
· Minimum of 2years of Housing Authority experience preferred.
· Knowledge of Federal, state, and local laws regarding to the operation of the Housing Authority.
· Proven leadership experience and ability to foster and develop robust partnerships and to provide solutions to complex challenges.
· Proficient in Microsoft Suite and PHA Web.
· Must be able to think critically, analyze, and use ingenuity to respond quickly to situations.
· Highly self-motivated and goal oriented.
· Strong written and oral communication skills.
· Superior analytical and problem resolution skills.
· Strong project management skills.
PHYSICAL DEMANDS:
While performing the duties of this job, the employee is regularly required to talk and hear. The employee regularly is required to stand, walk, sit, bend, occasionally drive a vehicle, use hand to finger coordination, handle or feel objects, and reach with hands and arms. Ability to work under stress from demanding deadlines and changing priorities and conditions. Able to attend and participate in evening meetings. The employee may need to lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision and the ability to adjust focus and read various documents.
