JOB SUMMARY: Under direction of the Supervisors, work with other Township staff and contracted professionals to provide the highest levels of service and support to internal and external Township stakeholders; proactively search out and apply for alternate sources of funding such as grants, loans, credits, discounts, etc.; facilitate the planning and execution of short and long-term project and the use of capital resources to make the Township an attractive place to live and work.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
1. Project Coordination – Serve as the Township’s lead in the planning, coordination and implementation of the Township’s Capital Improvement plan, special programs, and other major projects and initiatives
a. Collaborate with Township Supervisors, professionals and employees to develop short and long-range goals to be incorporated into the Capital Improvement plans
b. Prepare and/or review bid specifications for projects, contracts, leases, franchise agreements and the purchase of new equipment, supplies or services
c. Coordinate and collaborate with Township professionals on projects and enter in to project contracts as approved by the Supervisors
d. Monitor project progress and compliance with contracts terms
2. Public Outreach and Relations – Working with Township staff and professionals, act as liaison to and with Township residents, the various Township boards, neighboring municipalities and other related associations
a. Foster positive relationships, effective communications and excellent customer service with all residents, stakeholders and local businesses
b. Originate and maintain active contacts with neighboring municipalities and various State, County and local organizations
c. Attend various board and other organization meetings regularly and as necessary
d. Help identify mutually beneficial inter-municipal cooperation and other association opportunities
e. Identify and recommend opportunities for Supervisors direct engagement
3. Finance Administration – Work with Township Treasurer and designated team members or contracted resources to take advantage of alternate sources of funding to address current, emerging and future Township needs
a. Keep the Board of Supervisors and other boards advised on other sources of funding, such as grants, loans, credits, discounts, etc.
b. Coordinate with the Township Treasurer on the management of various grant projects or programs
c. Collaborate on the preparation of Township budget to ensure project prioritization, planning and expending of funds is to the best advantage of the Township
4. Strategic Planning – collaborate or oversee the comprehensive strategic planning of Township programs and services
a. Develop short- and long-range goals for Township programs and services
b. Management of annual Capital Improvement plan
c. Act as project lead in engagement, facilitation and monitoring progress of objectives
d. Work with the Township Emergency Management Coordinator in the development, maintenance and implementation of the Emergency Operations Plan
5. Programs and Policies - Support programs and policies of Township
a. Evaluate risk management needs of Township; survey and analyze current programs and policies to determine possible exposure to liability; recommend implementation of policies, standards and changes to program coverage to improve risk status
b. Manage, review and evaluate insurance policies of the Township for proper coverages required and rates
c. Establish and implement with the approval of Supervisors new policies to improve effectiveness and efficiency of Township operations
6. Operations – Support day-to-day operations of Township office and departments
a. Provide general support to the Supervisors, administrative offices, DPW, and township professionals as needed
b. Provide general input to and feedback on Township goals, programs, projects, processes, and general operational/business practices
c. Help to ensure consistency in the application of Township policy and quality service delivery from all Township staff and teammates

PHYSICAL REQUIREMENTS
Work is performed in normal but busy office environment with a minimum 40 hour per week, non-set schedule. Attendance at evening meetings is frequently required along with a monthly activity report summarizing meeting subject matters. Travel to various Township facilities and work sites is frequently required. Work may involve responding to angry, frustrated or upset individuals.
QUALIFICATIONS
COMPLIANCE WITH 53 P.S. § 66301:
Shall give bond to the Township, with sufficient surety, in the amount directed by the board of supervisors, conditioned for the faithful performance of the duties of the office in compliance with 53 P.S. § 66301(b).
Education/Employment: Any combination of education and experience which indicates possession of the skills, knowledge and abilities listed below. An example of acceptable qualifications for this position is completion of a bachelor’s degree in public administration or related field and five years previous experience in municipal management or administration of a business or public agency, or any equivalent combination of education and experience.
Or, at least ten years of experience in local government at progressively more responsible positions.
