The Montana Department of Public Health and Human Services (DPHHS) has a career opportunity within the Operations Services Division.

This position uses advanced analytic methodologies to identify underlying data patterns useful for serving DPHHS families. The analyses may include machine learning modeling, clustering, predictive analytics, counterfactual modeling, regression discontinuity, and other new generation statistical techniques. This position is the subject matter expert for using advanced statistics to improve outcomes for DPHHS families. Data are from numerous DPHHS programs, other state agencies, and publicly available sources. The position creates performance metrics for administering and monitoring programs. This position promotes the use of advanced analytics by using data to resolve complicated issues influencing Montana's human service delivery system.

The ability to perform machine learning modeling, clustering, predictive analytics, counterfactual modeling, regression discontinuity, and other new generation statistical techniques is necessary. Most experience with these statistical techniques is gained through a Masters in Statistics, or a PhD in a related field (i.e., psychology, education, human development, biology, or other scientific field). Many will gain use these statistical techniques in post-doctorate positions.

Qualifications for this Career Opportunity

  • Knowledge of the principles, practices and theories of applied mathematics, statistics, and economics.
  • Experienced using predictive analytics and modeling techniques.
  • Ability to apply predictive analytics and AI techniques to Public Health and Human Service data.
  • Knowledge of policy development and how policy decisions influence other systems.
  • Knowledge of data management and data network systems.
  • Ability to explain complex statistical methods and output to all groups.
  • Ability to contribute to the implementation of algorithms and statistical analyses.
  • Ability to create innovative statistical solutions to complex issues.
  • Ability to create research agendas that promote system effectiveness through program change.
  • Proficient with statistical software such as SAS or R.
  • Experience analyzing large databases.
  • Meet minimum qualifications:
    • Master's degree in Mathematics, Statistics, Economics or PhD in related field.
    • Three years of work experience involving statistical modeling in Public Health, Education, Psychology, Health, Human Services or related field.
    • Other combinations of directly related education and experience may be considered on a case-by-case basis.
    • Candidates may be asked to analyze data and present results during the interview process.
