The Montana Department of Public Health and Human Services (DPHHS) has a career opportunity within the Health and Community Services Division.

The Intergovernmental Human Services Bureau manages over 10 safety net programs that are targeted to alleviate poverty and strengthen communities. Through partnerships with local non-profit human service and community action agencies, services such as energy assistance, weatherization, community services, housing assistance, and food distribution programs improve the lives of community members and promote self-sufficiency for individuals and families.

This position works as part of a committed and passionate team that manages the Food Distribution Program on Indian Reservations (FDPIR), Commodity Supplemental Food Program (CSFP) for seniors, and The Emergency Food Assistance Program (TEFAP). These programs work to reduce food insecurity and improve the health of participants. The impact goes beyond providing supplemental food assistance by playing a crucial role in maintaining family stability and improving health outcomes for vulnerable populations and enables eligible participants access to assistance programs to support their needs.

This position provides training and technical assistance and field administration of the Food Distribution Program on Indian Reservations (FDPIR) for seven tribal reservations, twelve Commodity Supplemental Food Programs (CSFP) sites, and The Emergency Food Assistance Program (TEFAP) in collaboration with the MT Food Bank Network.

The Training and Compliance Specialist position determines training content and develops training materials for commodity programs on program policy, state and federal rules and regulations governing program eligibility, administration, procurement, and financial management for delivery of services required under each grant. Provides oversight of the implementation and operation of programs to analyze, interprets, and explain program regulations, policies, and procedures to sub-recipients and staff, stakeholders, and participants. Conducts on site field monitoring and management evaluations of FDPIR, CSFP contractors, and TEFAP-Food Banks subcontractor operations sites to ensure compliance with USDA program regulations, state plan, policy and guidelines.

Qualifications for this Career Opportunity

  • Strong interpersonal skills and ability to communicate complex information in verbal and written form.
  • Ability to assess training needs, create curriculum and present trainings.
  • Ability to understand and interpret state and federal regulations, policies and procedures and provide guidance to others.
  • Knowledge of grants, program management, program evaluation, and contract management.
  • Excellent customer service skills, attention to details and time management skills.
  • Ability to communicate effectively verbally and in writing and maintain effective working relationships with division employees, contracted staff, and other state and federal agencies.
  • Exceptional ability to exercise sound technical, interpersonal, and organizational judgement when solving complex problems and making decisions.
  • Ability to travel statewide to conduct in person reviews and evaluations.
  • Meet minimum qualifications:
    • Bachelor's degree in public/business administration, social science, nutrition or a related field.
    • Two years of job-related work experience in contract management, grant management, program management or related human services field.
    • Other combinations of related education, management and experience may be considered on a case-by-case basis.
    • Tribal program experience preferred.
    • Current valid Driver's License and clean driving record in accordance with State of Montana Vehicle Use Policy.

Additional Information

This position may be eligible for partial telework within the state of Montana. Specific conditions will be provided by the supervisor and must adhere to state policy.

Helena is the primary location however other locations may be considered where office location space is available.
