GEOGRAPHIC INFORMATION SYSTEMS ANALYST (GIS Analyst)
Full Time / Hybrid (must be located in Denver area)
Overview
Montech Inc. requires professional geographic information systems (GIS) support services in support of the National and Global Petroleum Assessment Project (NAGA) of the Department of the Interior (DOI), U.S. Geological Survey (USGS), and Central Energy Research Science Center (CERSC) at the Denver Federal Center, Lakewood, CO.
Place of Performance
HYBRID: The GIS Analyst will provide support to the Central Energy Research Science Center (CERSC) located at the Denver Federal Center in Lakewood, CO, with opportunity for telework. Must be located in the Denver area.
Hours of Operation
The GIS Analyst will generally perform all work between the hours of 8:00 A.M. and 5:00 P.M., Monday through Friday (except Federal holidays).
Summary of Responsibilities
Task 1: GIS-related support requirements for each ERP oil and gas assessment.
Task 1.1
- Access, query, collate, and display all required surface and subsurface oil and gas information and data by accessing the proprietary IHS, Nehring, and GeoMark databases.
- Scan or digitize maps or data layers provided by the Project Chief or Project personnel as required for each assessment, including but not limited to geology, geologic structure, isopach maps, cross sections, structure contour maps, thermal maturation maps, bathymetry, land-use maps, province and basin boundaries, total petroleum system (TPS) and assessment unit (AU) boundaries.
Time Standards: All GIS preparation work, files, and projects will be completed to USGS GIS assessment standards a minimum of 10 working days prior to the assessment presentation deadline.
Task 1.2
- Finalize all map boundaries following the Geology Review Meeting; digitally allocate all oil and gas data to each AU; calculate allocations required for each assessment, including allocations to countries, states, provinces, assessment units, land classification (Federal, private, state, tribal, other lands); all classes of Federal lands, and ecosystems.
Time Standards: All GIS files, data layers, and assessment projects will be completed a minimum of 72 hours prior to formal assessment-meeting presentation deadline.
Task 1.3
- Utilize the cloud-based storage and archive system as per CERSC requirements, in addition to ongoing storage within CERSC servers.
Time Standards: All GIS files related to geology reviews, assessment presentations, and final versions of GIS-related files will be stored and archived within 10 business days of final assessment meeting.
Task 1.4
- Provide all GIS files to Graphics as preparation for publication in USGS publication series or for non-USGS publications; prepare maps required for Fact Sheets, Data Releases, briefings, presentations, and other USGS and non-USGS publications as required by Project Chief.
Qualifications
- Must have high proficiency using the MS Office suite
- Must have high proficiency with Esri ArcGIS Pro including Python and Model Builder
- Desired proficiency/experience using Adobe Illustrator/Photoshop/Acrobat Pro
- Any experience using S&P Energy data and services are preferred/plus
Personnel on Contract
The GIS Analyst is a member of the Montech Inc. contract. Montech will ensure all personnel possess the necessary education, training, qualifications and experience to accomplish the requirements identified in this Performance Work Statement (PWS). Training in support of this position will include:
- In order to access DOI/IT systems, must complete mandatory Government Federal Information Systems Security Awareness (FISSA) training before being granted system access and must renew the training annually.
- Current training requirements are:(i) Annual end-user IT Security Awareness,(ii) Annual IT Resources Rules of Behavior, and(iii) Annual Role-Based Security training for IT professionals.
- Security
Background Investigation: Must pass and maintain favorable Background Investigation through e-QIP in order to receive “Enter on Duty” approval and to start work.
Physical Security: Must have and maintain a DOI Access Card for unsupervised access to a Government facility.

The GIS Analyst must present a professional demeanor at all times while on site. The GIS Analyst shall treat all persons with courtesy and respect; striving to earn positive feedback of customers.
Any notification from Government to Montech notifying that the employee has compromised the security requirements will warrant immediate termination from employment on the contract.
