Project Manager - Security Services (Armed) - On-Site at USGS, Earth Resources Observation and Science Center (EROS) - Sioux Falls, South Dakota

Montech Inc. is currently seeking a full-time Project Manager for our Security Services (Armed) Contract supporting: USGS, Earth Resources Observation and Science Center (EROS) in Sioux Falls, SD.

Hours of Work

The Site Project Manager shall oversee performance of the work and maintain an office at USGS, EROS Center and shall work hours Monday through Friday (excluding Federal holidays) to ensure proper contract execution. During times that the Site Project Manager is unavailable (e.g., vacation, sick leave, etc.), the Site Project Manager shall ensure the alternate Project Manager (Deputy Project Manager) is on-site.

Overview

The U.S. Geological Survey (USGS), Earth Resources Observation and Science (EROS) Center, has a requirement to provide armed security services for physical protection. The EROS Center is considered a Level III facility with scientific investigations, computer software and hardware engineering, archival and retrieval systems of satellite and high-altitude imagery data of the Earth.

General Responsibilities

The Site Project Manager must maintain a secure environment in which visitors and employees can conduct the business of the USGS with confidence.

  • The Site Project Manager shall be available to act for the Contractor (Montech) to oversee and coordinate the services described in this contract.
  • Provide the single point of contact through which all Contractor/Government communications, work, and technical direction shall flow.
  • Be available to the Contracting Officer Representative (COR) 24 hours through a telephone, pager system, or radio communications.
  • Respond to emergencies or critical situations; call back the COR within 10 minutes to confirm the beeper/page/call; and be on the site within 1 hour (60 minutes) of the pager/beeper page/call being placed by the Government.
  • Be qualified to perform work as a Security Officer under the terms of this contract.
  • When requested, be the backup to support first responder and emergency operations as directed by the COR and not as an assigned member of the security staff.
  • Manage all required services.
  • Communicate with the Government.
  • Monitor Supervisors.
  • Keep personnel informed of and trained in all aspects of their positions, tasks, and duties.
  • Plan and schedule all work requirements and training.
  • Prepare reports.
  • Establish and maintain records.
  • Ensure quality control by performing Quality Control Inspections on all shifts and maintain frequent liaison with the COR.
  • Attend regular scheduled meetings with the COR to discuss performance, operations, requirements, etc.
  • Prepare monthly status report and submit to the COR. The report shall identify significant issues, problems, or concerns related to the performance or administration of the contract. The report shall include statistics on the suitability and stability of the work force, training certification, licensing accomplished during the month and a summary of incidents/injuries reported.
  • Maintain training certifications.
  • Account for all firearms.
  • Clean and oil firearms in accordance with weapons manufacturing specifications and or as necessary to ensure optimum operating conditions.
  • Handle firearms in a safe and prudent manner.

The Site Project Manager must ensure all Security Officer’s complete the following Job Duties and responsibilities to maintain a secure environment in which visitors and employees can conduct the business of the USGS with confidence:

  • Ensure post is properly relieved before leaving or taking a break.
  • If a post is operational during specified hours, the last guard shall leave at the end of the post’s duty hours only after properly securing the post.
  • Attend roll call/guard mount prior to assuming duty to be briefed on any changes to post assignments or briefed on significant security issues and/or pass on information.
  • Enforces regulations and procedures designed to prevent breaches of security.
  • Exercise judgment and uses discretion in responding to incidents and emergencies, determining whether to intervene directly, ask for assistance as time permits, keep situation under control or surveillance, or to report incident or situation to the appropriate authority for handling.
  • Meet rigorous physical fitness standards.
  • Security Guard Booth: All incoming vehicles shall be checked for employee parking tags. Visitors shall be screened, recorded, and issued a day parking pass.
  • Main Lobby Guard Post: Visitors, new employees, and service workers shall be screened through this post.
  • Security Control Center (SCC): Monitor access alarms, digital camera system and building automation alarms.
  • Employee Entrance Post: This post is responsible for spot checking employees’ property (brief cases, computer bags, etc.,) verifying property passes, validation and verification of employees IDs, and other tasks as identified by the Contracting Officer’s Representative (COR).
  • Rover: Responsible for conducting indoor/outdoor roving security patrols, which consist of routine patrols and inspections of Government property and facilities. This position is the primary first responder called to incidents and emergencies; and also conducts counter surveillance operations. Responsible for screening all delivery vehicles, screening and inspecting mail and packages entering the site, and operation of the package screening x-ray scanner system in the receiving area of the warehouse.
  • Maintain training certifications.
  • Account for all firearms.
  • Clean and oil firearms in accordance with weapons manufacturing specifications and or as necessary to ensure optimum operating conditions.
  • Handle firearms in a safe and prudent manner.

Personnel on Contract

The Site Project Manager is a member of the Montech Inc. contract. Montech will ensure all personnel possess the necessary education, training, qualifications and experience to accomplish the requirements identified in the Performance Work Statement (PWS). Training in support of this position will include:

  • Firearms Training and Qualifications (DHS/FPS). The Security Guard II must be 9MM or .40 Cal firearms qualified.
  • CPR/AED/First Aid Training
  • Government-Provided Training
  • Vehicle Operator Operator - must possess a valid state driver’s license per SD state vehicle operations requirements and Federal requirements for operating a vehicle on Federal property.

The Security Guard II must meet the education, experience, health, language proficiency and suitability requirements. The Security Guard II must have the ability to speak fluent English, understand English, read, understand, and apply printed rules, detailed orders, instructions, and training material.

The Security Guard II must be physically capable of performing the duties of their post. Employees who sustain a physical injury or illness that prevents them from performing the duties of this Contract will be removed from the Contract until their condition is medically resolved.

The Security Guard II must successfully pass an initial and subsequent annual physical examination.

Qualifications

The Site Project Manager must provide evidence of job experience and/or education (i.e., academic degree or certification in Criminal Justice, law enforcement, security management, or related field) that has equipped the individual for the position. The Site Project Manager must have at least two (2) years of contract management experience (maintaining schedules, performance management, hiring, reporting to customer). The Site Project Manager must also have the ability to effectively communicate with, supervise, and manage Security Officers and all aspects of the requirements in this Contract and must demonstrate the capability to maintain an efficient workforce while supporting the USGS security objectives.

Security

Suitability/background investigations will be conducted by the Government in conjunction with the security guard licensing process.

  • HSPD-12 Credentialing Standards.
  • Access to Sensitive and Classified Information. Each employee must complete fingerprint forms that are required to have a NSI clearance to work at the site.
  • Ability to pass/maintain a DOD Secret Clearance.

Professionalism, Responsiveness, and Quality

The Site Project Manager must demonstrate the following abilities: Sound judgment, foresight, and problem solving skills, possess excellent oral and written communications, and customer service skills, able to adapt to fast-paced work/office environment with accuracy under pressure, demonstrated competency managing schedules, documentation, and automated systems, demonstrate leadership, excellent research and data gathering skills and ability to interpret/analyze complex information, ability to work independently within the bounds and guidelines of the contract requirements and client, knowledge of and experience using the Microsoft Office Suite, and the ability to work and communicate with diverse group of customers and clients within and outside the Federal Government. All personnel are required to wear the prescribed uniform while on duty. They shall maintain a clean and neat appearance and not wear dirty or wrinkled clothing. Uniforms will be sized correctly for each employee and not show signs of excessive wear. The goal is to present a positive image to the public.

The Site Project Manager must present a professional demeanor at all times while on site. The Site Project Manager shall treat all persons with courtesy and respect; striving to earn positive feedback of customers.

Any notification from Government to Montech notifying that the employee has compromised the security requirements will warrant immediate termination from employment on the contract.

This job description is not all inclusive of the tasks that may be assigned to the Site Project Manager.
