Overview
The U.S. Department of Energy (DOE), National Nuclear Security Administration (NNSA) – Albuquerque Complex (AC) is a facility located within the boundaries of Kirtland Air Force Base (KAFB) in Albuquerque, New Mexico. The AC applies a graded protection approach thereby maximizing the physical protection afforded through co-location on KAFB. It is vitally important to provide a safe and secure environment with sound strategies to ensure all assets (people and property) are properly protected. A Security Guard Level II is required to serve as full-time on-site personnel in support of the NNSA.
Personnel on Contract
Security Guard Level II personnel will possess the necessary education, training, qualifications, and experience to accomplish the requirements identified in the Performance Work Statement (PWS). Training in support of this position will include:
- Basic Security Officer Training (BSOT) – a course approved by the Officially Designated Federal Security Authority (ODFSA); approximately 40 hours.
- On the Job Training (OJT) – approximately 40 hours; completed after BSOT.
- Annual Refresher Training.
Place of Performance
The Security Guard Level II will provide support at the Albuquerque Complex (AC), located within the boundaries of the KAFB in Albuquerque, New Mexico.
Hours of Operation
The Security Guard Level II will perform continuous protective services in shifts as required 24 hours per day, 365 days per year to monitor the interior and exterior of the AC.
Summary of Responsibilities
The Security Guard Level II will be responsible for the following duties:
- Patrol buildings, property, and/or stand posts, oversee surveillance and alert/report to appropriate authority.
- Direct activities of personnel in adhering to security measures to comply with federal regulations.
- Carryout instructions primarily oriented toward ensuring that emergencies and security violations are readily discovered and reported to appropriate authority.
- Intervene directly only in situations which require minimal action to safeguard property or persons.
Protective Force (PF) Responsibilities
- The Security Guard Level II will be required to be responsible for the following Protective Force duties. This role will be responsible for guard services, . The KAFB Security Forces Squadron will provide the armed law enforcement services and response.
- Provide PF Services for non-security related emergency response, including response to the areas of fire alarms to assess the situation and support evacuations and other emergency duties as assigned.
- Assist, as appropriate, law enforcement personnel to facilitate incident resolution and to protect government property.
- Demonstrate knowledge and proficiency through periodic limited scope performance tests.
- Monitor access activities from the Alarm Monitoring Station (AMS) using closed-circuit television (CCTV) and monitor random inspections as directed and/or required.
- Ensure access to the AC LA is restricted to cleared and/or authorized individuals.
- Proficient in alarm monitor and security officer duties to facilitate alarm response and emergency dispatching.
- Act initially as the AC Incident Commander until the arrival of the AC Duty Officer at which time the Patrol will update the Duty Officer on the incident and responding personnel.
- Provide roving coverage of the AC (including, but not limited to, interior/exterior of the building, classified repositories, boundaries, PPAs, and GAAs) to detect and/or mitigate potential security and safety risks such as unlocked exterior doors, identification of suspicious packages, indications of unauthorized entry, unauthorized individuals within security areas, fire hazards within building as well as provide fire watch as requested or directed. An incident report and /or Daily Activity Report (DAR) entry should be made for any discrepancies noted. The patrols will be conducted in such a manner that the location of the patrol at any specific time cannot be predicted.
- Complete an incident report and enter the information into the system (patrol and response security officers). Supervisors should review and approve the information prior to entry into the electronic system.
Inspection Program
The Security Guard Level II will be responsible for the following Inspection Program duties.
- Develop and implement an inspection program to ensure prohibited articles are detected before being brought into the security areas and shall be knowledgeable of the controlled articles allowed.
- Perform random entry/exit inspections to deter introduction of unauthorized personnel, prohibited and controlled articles, and unauthorized removal of safeguards and security interests.
- Ensure all personnel and hand-carried items, including packages, briefcases, purses, and lunch containers are subject to random entry/exit inspections to deter and detect unauthorized removal of classified matter or other safeguards and security interests from security areas.
- Establish in bound inspections to deter the entry of Personal Portable Electronic Devices and unauthorized Government Issued Portable Electronic Devices. An entry into the electronic system shall be made for any unauthorized device detected or reported to Security.
Qualifications
The Security Guard Level II must have a minimum of a high school diploma or General Equivalency Diploma (GED). The Security Guard Level II must meet all physical and medical qualifications and personnel must be fully capable of performing duties requiring moderate to arduous physical exertion and must be fully capable of self-defense, tactical exercises, and weaponless defense.
Security
The Security Guard Level II must possess a security clearance commensurate with the highest level of classified information or matter to which they have, or potentially have, access. Security clearances must be obtained in accordance with DOE O 472.2, Personnel Security. Personnel must possess or have ability to obtain an “L” Security Clearance. Additionally, personnel must have the ability to pass a drug test, physical exam, and psychological evaluation. The Security Guard Level II whose uncorrected distant vision in the better eye is less than 20/40 must carry an extra pair of eyeglasses or corrective lenses.
Appropriate Attire
The Security Guard Level II will be attired in a recognizable, professional, and uniformed manner, subject to the DOE/NNSA approval while on duty, in accordance with the dress code and grooming standards. Attire shall be neat, clean and pressed and present a professional appearance at all times.

The Security Guard Level II must demonstrate the following abilities: Sound judgment, foresight, and problem solving skills, possess excellent oral and written communications, and customer service skills, able to adapt to fast-paced work/office environment with accuracy under pressure, demonstrated competency managing schedules, documentation, and automated systems, demonstrate leadership, excellent research and data gathering skills and ability to interpret/analyze complex information, ability to work independently within the bounds and guidelines of the contract requirements and client, knowledge of and experience using the Microsoft Office Suite, and the ability to work and communicate with diverse group of customers and clients within and outside the Federal Government.
The Security Guard Level II must present a professional demeanor at all times while on site. The Security Guard Level II shall treat all persons with courtesy and respect; striving to earn positive feedback of customers.
Any notification from Government to Montech notifying that the employee has compromised the security requirements will warrant immediate termination from employment on the contract.
