STRATEGIC COMMUNICATION SPECIALIST
On-Site @ Kirtland AFB, Albuquerque, NM

** ACTIVE DOD SECRET CLEARANCE REQUIRED FOR CONSIDERATION **

The Strategic Communication Specialist is a Full-Time Equivalent (FTE) contract position in support of the U.S. Department of Defense (DOD), Air Force Nuclear Weapons Center (AFNWC).

General Responsibilities
The Strategic Communication Specialist will provide the following core areas of support to the Small Business Innovation Research and Small Business Technology Transfer (SBIR/STTR) programs in order to foster innovation and re-establish nuclear expertise throughout the defense industry by procuring engineering, systems engineering for complex systems, and research and development efforts. In addition, the role supports the overall Capability Development (CD) team with General Administrative & Programmatic Support and Process Analysis. Travel to other government facilities or other contractor facilities may be required.

Capability Development (CD) Communication Plan & Marketing Strategy

  • Develop/update a Communication Plan for AFNWC’s CD programs’ interactions between AFNWC, its Execution Directorates and other organizations and agencies involved in the process (i.e., AFRL, DARPA, DTRA, etc.).
  • The plan shall outline the goals and methods for communicating with all AFNWC directorates and partner organizations in support of the CD programs.
  • Develop stakeholder and partner analysis to include information such as roles within the AFNWC SBIR/STTR and CD/IO Program (collaborator, S&T support, etc.), contact information, etc.
  • Manage current mediums of communications analysis and operating procedures and improve current communication processes and procedures.
  • Communication Plan account for the current technology capabilities of the Government (no CRM tool; limited to Microsoft Office products, etc.)
  • Develop marketing strategy to popularize AFNWC’s CD programs within the appropriate industry communities and educate both the acquisition workforce and its industry partners in the use and benefits of the CD programs.
  • Develop and update metrics to identify and analyze the return on investment for program offices and identify the usage of each CD program within AFNWC. Metrics shall include an overall summary of AFNWC CD programs, as well as a summary per organization (e.g., EN, NC, ND, NM, NT, NX, etc.) within AFNWC.
  • Work with industry partners on commercialization strategies, focused on technology transition plans for small businesses. The strategies shall correlate CD program topics for AFNWC directorates and their corresponding platforms and provide processes and/or procedures to assist CD program awardees with the development of their commercialization potential.
  • Develop and maintain an electronic database, accessible on standard Government systems, to track all AFNWC’s SBIR/STTR and CD projects and efforts. The database shall contain information such as: sponsor (e.g., directorate, technical point of contact), link to AFNWC need, title, description, near and long-term objectives, current status, transition plan, etc. The database shall link each project to the AFNWC and AFGSC missions and needs and describe how external and internal CD funding sources and programs will be leveraged to mature and apply the technology to address the capability needs.
  • The portfolio analysis shall be a compilation of data from the CD portfolio; in preparing the report the CD personnel shall assemble, analyze, and interpret data, identifying historical trends and irregularities within the data, performing causal analysis on the data, and developing analytical techniques and data-gathering processes.
  • Track performance indicators; monitor and support project execution, and identify opportunities for improvement; ensure all data is reliable, accurate, and relevant.

Education
Minimum of a Bachelor’s degree in Communications, Marketing, Technical Writing, Business Administration, or related field. Master’s degree preferred.

  • Combination of business and background within a technical field highly desired.
  • Education may be substituted on a year for year basis for up to four (4) years provided that the candidate has at least two years of experience that is directly related to marketing, project management, design communications and/or public relations.
  • Experience using Adobe Creative Suite, InDesign, Illustrator and Photoshop required.

Qualifications
Preferred to have marketing, project management, communications and/or public relations expertise. Must know how to foster strategic partnerships with targeted customers to build an organization’s brand identity and raise awareness of its mission (SBIR/STTR). Ability to plan and execute mass communication programs (i.e. conducting market research, managing presence at conferences and exhibits, and leading Science, Technology, Engineering, and Math (STEM) community outreach efforts) for a scientific and/or technical research organization and understand how to create and implement a marketing strategy.

Place of Performance / Hours of Operation
AFNWC at Kirtland, AFB, Albuquerque, NM. 0800 to 1700 MST, Mon - Fri, except U.S. National Federal Holidays.

Security Clearance
All personnel considered for this role shall have a minimum SECRET clearance. Additional access levels up to Restricted Data/Formerly Restricted Data/Critical Nuclear Weapons Design Information may be required.

The Strategic Communication Specialist must demonstrate the following abilities: Sound judgment, foresight, and problem solving skills, possess excellent oral and written communications, and customer service skills, able to adapt to fast-paced work/office environment with accuracy under pressure, demonstrated competency managing schedules, documentation, and automated systems, demonstrate leadership, excellent research and data gathering skills and ability to interpret/analyze complex information, ability to work independently within the bounds and guidelines of the contract requirements and client, knowledge of and experience using the Microsoft Office Suite, and the ability to work and communicate with diverse group of customers and clients within and outside the Federal Government.

The Strategic Communication Specialist must present a professional demeanor at all times while on site. The Strategic Communication Specialist shall treat all persons with courtesy and respect, striving to earn positive feedback of customers.
