The County of Monterey Health Department’s Behavioral Health Bureau (MCBH) has an opening for multiple full-time Behavioral Health Services Manager IIs (BHSM II). The Bureau currently has vacancies in the Children System of Care (CSOC) and Quality Division (QI).
SUMMARY OF POSITION
The Behavioral Health Services Manager II works under general direction to plan, organize the program and / or provision of services of a major program within the Behavioral Health Bureau. Incumbents in this position supervise the operation of program elements and staff; monitor contract services; supervise staff; act as a liaison to community groups, agencies, and state representatives; and participate in budget planning, preparation, and monitoring.
Children’s System of Care (CSOC) Juvenile Justice Program
The Juvenile Justice Program within CSOC serves Justice involved youth aged 11 to 25 and their families in collaboration with Monterey County Probation. Service referrals are generated from Probation and the Juvenile Justice Court. The Juvenile Justice Program provides the full spectrum of mental health services (group, individual, and family therapy) across the county in the clinic, school, home, community, and institution settings.
This Behavioral Health Services Manager provides leadership and management oversight to two Behavioral Health Unit Supervisors (BHUS) who oversee the Outpatient and the In-Custody Service teams that provide an array of specialty mental health services to youth and young adults at risk of or involved with the juvenile legal system. This BHSMII will work in partnership with the larger CSOC Leadership Team to support integrated services for the youth served in the Juvenile Justice program.
Additionally, this Services Manager is responsible for the coordination of critical relationships with the Juvenile Probation (including collaborative outpatient facilities, Rancho Cielo, The Youth Center, and Juvenile Hall), the Juvenile Court, the County Office of Education, as well as several partner agencies. The Services Manager will work closely with the Deputy Director for Child and Adolescent Services to ensure program design and service delivery are appropriately aligned with clinical need, ethical standards of practice, legislative mandates, program mandates, and contract obligations.

The FAST Program within CSOC serves children and families where neglect, abuse or assault may be impacting the family in collaboration with Monterey County Family and Children's Services (FCS) and the Archer Child Advocacy Center (CAC). Service referrals are generated from FCS and CAC. The FAST Program provides the full spectrum of mental health services (group, individual, and family therapy) across the county in the clinic, school, home, and community.
This Behavioral Health Services Manager provides leadership and management oversight to two Behavioral Health Unit Supervisors (BHUS) who oversee the Outpatient and the Intensive Service teams that provide an array of specialty mental health services to children, youth, and adults at risk of or involved with the child welfare and juvenile dependency court system. This BHSMII will work in partnership with the larger CSOC Leadership Team to support integrated services for the children and families served in the FAST program.
Additionally, this Services Manager is responsible for the coordination of critical relationships with FCS (including collaborative outpatient facilities, STRTPs, Cherish Center, CAC, Therapeutic Visitation), the Dependency Court, as well as several partner agencies. The Services Manager will work closely with the BH Deputy Director for Child and Adolescent Services to ensure program design and service delivery are appropriately aligned with clinical need, ethical standards of practice, legislative mandates, program mandates, and contract obligations.
Quality Division (QI), Training Team Manager
The Quality Division Training team is a unique multidisciplinary team that promotes the clinical and professional development of Monterey County Behavioral Health staff, interns and contracted providers. The Training Team Manager will oversee clinician staff and the Patient Rights Advocate to design, implement, and evaluate training programs that align with state and federal regulatory requirements. The Training Manager will be responsible for contract development and monitoring for several Behavioral Health partners. Additionally, they will monitor compliance with training standards, and foster a culture of continuous improvement and professional growth. Strong leadership, communication, and organizational skills are essential for effectively collaborating with diverse teams and promoting the overall mission of enhancing client care and advocacy.

Examples of Duties
- Plans, directs, monitors and evaluates assigned program elements, including contracted services, to ensure compliance with regulations and quality service.
- Plans and manages program through subordinate supervisors, professional and support staff; selects, trains and evaluates performance of staff.
- Prepares and supervises the preparation of policies, procedures, administrative manuals, guidelines and standards. Interprets Health Services policy objectives and operational procedures to subordinate staff, sets standards for performance and ensures that appropriate training is carried out.
- Plans and administers an Adult Behavioral Health Program that includes assessment and development and implementation of treatment programs for individuals and the community with the goal of restoring clients to successfully functioning within the community
- Plans and administers Children's Behavioral Health Services to seriously emotionally disturbed children and adolescents in a manner that is family focused with parental and interagency collaboration in planning and delivery of service wherever possible.
- Plans and administers integrated substance abuse treatment and prevention services provided for continuity of care, accessibility and gaining community acceptance.
- Plans and implements quality improvement programs in accordance with federal and stat regulations. Identifies areas where service needs improvement. Assists regulatory agencies with reviews and audits. Provides or oversees training of staff and contract providers in matters of regulatory compliance.
- Analyzes existing and proposed federal and state legislation and regulations for their impact on program operations and funding.
- Develops and administers the annual budget for an assigned area.
