Monterey One Water is looking for a professional Assistant Engineer with a positive disposition to join our team. The ideal candidate should be a great communicator, self-motivated, and possess a high level of integrity who is capable of working in a fast-paced environment.

Under general direction, performs a variety of professional level engineering activities including the design, preparation and / or review of engineering plans, parcel maps, potential easement encroachments and applications for service extension; ensures conformity with Agency standards and regulations; coordinates extension of services with Agency master plan and policies; performs project management as assigned on Agency CIP projects; and performs other duties as required.

CLASS CHARACTERISTICS

This is the non-registered class in the professional engineering series. Incumbents have a working knowledge of various aspects of civil or electrical engineering as it relates to planning, design, construction, operations, and maintenance of wastewater collection, treatment, and disposal systems. Incumbents perform the less difficult and complex tasks in the field of engineering. As experience and proficiency are gained, assignments will become more technically diverse and difficult, while exercising increasing independence of judgment. Incumbents receive general supervision from the assigned supervisor and functional direction from a higher-level class within the series. This class is distinguished from Associate Engineer in that the latter requires professional registration and performs more complex project management and design duties not expected of this class level.

  • Conducts studies, performs research, and recommends improvements for wastewater system operation.
  • Performs field investigations of technical issues and pilot testing of processes.
  • Performs failure analysis.
  • Evaluates test results.
  • Develops recommendations for consideration and action.
  • Prepares administrative and operational reports for review by others.
  • Provides technical information and data to concerned parties.
  • Assists in the planning, design and construction of Agency facilities.
  • Performs assigned Agency engineering, construction, inspection, and project budget activities.
  • Participates in the development of facilities design including plans, specifications, contract documents, and cost estimates.
  • Performs contract review, preparation and administration activities.
  • Maintains a variety of files, databases, and record-keeping systems including drawing files, map files, and CAD files.
  • Reproduces drawings and other materials required for department activities.
  • Collects, tabulates and assembles records for periodic reports.
  • Participates in the implementation of new programs and activities.
  • Confers with and provides consultation to others on work priorities, potential problems, and solutions to current problems.
  • Performs other job-related duties as assigned.

  • Principles, practices and methods of engineering.
  • Materials and equipment used in water and wastewater facilities.
  • Construction methods and methodology.
  • Construction management and contract administration principles and practices.
  • Technical report writing principles and practices.
  • Principles of calculus, algebra, geometry and trigonometry and their application to the design and construction of pipelines and wastewater collection and treatment systems.
  • Pertinent Federal, State, regional, and local laws, regulations, and guidelines.
  • Project budget development and expenditure control, including development of capital improvement plans.
  • Engineering drafting techniques and use of drafting equipment.
  • Modern office practices, methods and computer equipment.
  • Computer applications related to work, including word processing and spreadsheet software.
  • English usage, grammar, spelling, vocabulary, and punctuation.
  • Techniques for providing a high level of customer service to public and Agency staff, in person and over the telephone.
  • Ability to :

  • Prepare construction plans using computerized drafting equipment and techniques.
  • Learn and apply the principles of project management and apply them to a variety of projects.
  • Participate in the development of plans, designs, specifications, cost estimates, and engineering standards for construction and improvement projects.
  • Conduct engineering research work such as pilot tests and field investigations and solve complex engineering problems utilizing a variety of engineering techniques.
  • Assist with and / or oversee the work of consultants, professionals, and sub-professionals.
  • Analyze operations, initiate improvements and respond to Agency growth.
  • Develop costs and control expenditures for capital improvement plans.
  • Prepare technical reports and recommendations.
  • Coordinate work with staff, consultants, contractors, and government agencies.
  • Work collaboratively in a team environment including ability to accept constructive criticism from co-workers.
  • Ability to pass Agency physical examination, which may include pre-employment assessment of safe work capacity in comparison to the essential job functions for the position.
  • Organize own work, set priorities and meet critical time deadlines.
  • Operate modern office equipment, including computer equipment and specialized software application programs.
  • Use English effectively to communicate in person, over the telephone and in writing.
  • Use tact, initiative, prudence and independent judgment within general policy, procedural and legal guidelines.
  • Education and Experience :

    Any combination of experience and education / training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be : Equivalent to a bachelor’s degree from an accredited college or university in civil or electrical engineering or a closely related field. One year of professional engineering experience in the design and construction of wastewater collection / wastewater treatment systems, or similar mechanical / process systems, or electrical design of systems. Additional specialized training in sanitary or environmental engineering or electrical engineering or a closely related field is highly desirable.

    Physical Demands

  • Standing & Walking - Standing for extended periods of time and / or walking distances (1 or more miles) : 15 minutes up to 6 hours per day.
  • Lifting - Ability to safely lift up to 25 pounds overhead and 40 pounds to waist level : both these requirements include bending at knees to facilitate proper lifting techniques : 1 minute up to 45 minutes per day.
  • Climbing - Ability to ascend 10 ft. or more up ladder(s), manhole rungs and stairs : 10 minutes up to 60 minutes per day.
  • Pulling - The ability to safely pull, hand over hand, up to 60 pounds attached to a rope (retrieval of equipment from tanks, vaults and manholes) : 1 minute up to 30 minutes per day.
  • Manual Dexterity - The ability to perform multiple work activities requiring a significant level of physical and mental coordination, such as handling emergency situations, using computer keyboard and writing : 1 hour up to 8 hours per day.
  • Visual - Acuity to monitor computer screens for long periods. reading pertinent literature for long periods, industry warning signs and instruments, reading O&M manuals
