Under general supervision, performs responsible technical duties related to network security, hardware, and software; performs a variety of routine to complex duties involved in the installation, design, and maintenance of Operational Technology (OT) systems. Maintains and supports network infrastructure, telemetry, radio communications, wireless networks, virtual private networking technology, video surveillance, routers and switches, firewalls, endpoint protection, vulnerability assessment and remediation, securing monitoring, and security awareness training, and secure remote access solutions.
SUPERVISION RECEIVED AND EXERCISED
Receives general supervision from the SCADA Supervisor. May exercise technical and functional direction over assigned staff.
- Monitor network activity, identifying performance and availability issues
- Implement network hardening techniques
- Manage, configure, and troubleshoot network infrastructure
- Monitors and analyzes security components including endpoint, network, IoT, firewall and active directory policies.
- Provides technical support for the Agency’s OT networks including router, switches, and wireless equipment.
- Supports and troubleshoots OT client/server systems, databases, and networks; performs basic diagnostic testing; analyzes root cause of problem and develops long-term solutions; identifies and reports network problems to the proper network areas.
- Installs virtual machines and names/assigns IP addresses.
- Performs network monitoring and evaluates the quality of service and provides updates to the - SCADA Team and the Utilities & Maintenance Manager.
- Installs and configures servers and client computers, printers, and peripherals such as scanners and cameras; installs and supports various software and trains staff in the use of hardware and software.
- Creates Standard Operating Procedures (SOPs) and documentation for all network processes.
- Monitors and performs minor changes to firewall.
- Provides technical support in vendor request for information (RFI), diagnosing and solving problems by email, telephone or remote access.
- Participates in SCADA systems Cybersecurity Incident Response Plan.
- Performs other job-related duties as assigned.

Ability to:
- Pass Agency physical examination, including pre-employment assessment of safe work capacity in comparison to the essential job functions for the position.
- Inspect, detect, and take appropriate action to correct computer software and hardware, hardware and electronic equipment failures and faults.
- Perform a variety of specialized work assignments requiring knowledge of computer software and hardware, electrical, and electronic systems specific to wastewater collection system, pump, and treatment facilities.
- Provide exceptional customer service and solid troubleshooting.
- Work well in a team environment and under minimal supervision.
- Perform professional work in support of the Agency's communications network infrastructure, hardware and software, and databases.

Equivalent to the completion of a bachelor’s degree in computer science, information systems or a closely related field. Four (4) years of responsible professional experience performing networking or system administration
Licenses and Certifications:
- Cisco Certified Networking Associate CCNA or CompTIA Network certification is desirable
- Possession of a valid California Motor Vehicle Driver’s license and be insurable with the Agency’s insurance at the standard rate, and continue to meet the established driving standards as a condition of employment for this position.
- Persons employed in this classification are required to participate in Agency provided training to acquire basic First Aid and Cardiopulmonary Resuscitation (CPR) certificates during the initial 12 months of employment.
- Standing & Walking - Standing for extended periods of time and/or walking distances (1 or more miles): 15 minutes up to 5 hours per day.
- Lifting - Ability to safely lift up to 40 pounds overhead and 70 pounds to waist level; both of these requirements include bending at knees to facilitate proper lifting techniques: 1 minute up to 15 minutes per day.
- Climbing - Ability to ascend 10 ft. or more up ladder(s), manhole rungs and stairs: 1 minute up to 30 minutes per day.
- Pulling - The ability to safely pull, hand over hand, up to 30 pounds attached to a rope (retrieval of equipment from manholes & vaults): 1 minute up to 10 minutes per day.
- Manual Dexterity - The ability to perform multiple work activities requiring a significant level of physical and mental coordination, such as calibration of instruments, accurate field measuring, repair of instruments, computer keyboard, writing: 1 hour up to 8 hours per day.
- Visual - Acuity for driving long periods; reading literature for long periods; industry warning signs and instruments; reading maps and diagrams, computer screen: 30 minutes up to 8 hours per day.
- Job requires a good deal of the following activities: reaching, stooping, bending, and squatting: 15 minutes up to 2 hours per day.
- Reflexes - Ability to quickly and automatically respond to emergency and safety situations: 1 minute up to 2 hours per day.
- Hearing and Speech – Ability to communicate in person, before groups, and over the telephone.
- Mobility – Ability to work in a standard office setting and operate a motor vehicle to visit various meeting sites, reach, carry, push, pull, stoop and bend.
