Job Description
Montgomery College has an immediate need for a full-time Human Resources Internal Consultant (HRIC) in the Human Resources Strategic Management (HRSTM) Department The work schedule is Monday-Friday 8:30 am - 5:00 pm. This is a non-bargaining, exempt, grade 29 position. Montgomery College promotes and creates a working and learning environment rooted in the basic tenets of fairness, diversity, and inclusiveness. This position is eligible for telework one (1) day a week. This eligibility is subject to change based on the needs of the unit.
This is a temporary position with benefits funded through June 30, 2025. Employment continuation beyond this period is contingent upon need and funding.
The Human Resources Internal Consultant (HRIC) is responsible for providing HR subject matter expertise, guidance, consultation, and assistance collegewide. This is professional level work which includes formulating partnerships across the HR function and collegewide to deliver value-added service to management and employees that reflects the business objectives of the organization. The HRIC assigned to this job class serves as a human resources consultant/advisor to leadership in the assigned division(s) and provides On-Campus human resources outreach services to employees.
Duties include but are not limited to:
  • Employee and Leader Performance Coaching: Offers verbal, written, in-person, and virtual guidance to managers and employees, including but not limited to performance coaching, career development, interpersonal issues, and conflict support. Help managers resolve employee relations issues. Educate employees and managers on employment laws, bargaining agreements, and College policies. Escalates matters to the Employment and Labor Relation department when disciplinary action, legal violations, or investigations are needed.
  • Talent Acquisition / Recruitment / Employment: Focuses on senior and high-impact positions that enhance strategic relationships with the leadership of their assigned alignment. Collaborates with hiring managers to develop and execute recruitment plans, including job postings, candidate sourcing, and pool monitoring. Offers guidance and advice for recruitment efforts and issue resolution. Handles verbal and written employment offers, background checks, and onboarding documentation. Conducts effective mediation to reduce escalation of issues to the grievance level.
  • Workforce Strategy Partner / Change Consultant: Advises leadership on strategic initiatives including restructuring, workforce, and succession planning. Enhances work relationships, morale, productivity, and retention among management and employees. Collaborates with the Organization Development manager and specialist to conduct assessments, determine needs, and develop strategies.
  • Campus Services & HR Outreach Generalist Services: serves as HRSTM liaison on-campus to address inquiries and offer guidance in key HR functional areas. Offers updated knowledge of HRSTM policies, practices, and procedures. Works to analyze trends and develop solutions, programs, and policies.
  • Human Resources Training & Onboarding Programs: Delivers HR-related and other virtual/in-person training. Co-host New Staff Orientation with fellow HRICs.
  • Performs other duties as assigned.
Required Qualifications:
  • Bachelor's degree in Human Resource Management, Organizational Development, or other related fields plus four years of HR Generalist or Human Resources experience or directly related experience or associate degree plus six years of directly related experience.
  • PHR/SHRM-CP or SPHR/SHRM-SCP – HRCI and/or SHRM certification
  • The equivalent combination of education, training, certification, and/or experience that provides the required knowledge and expertise to perform the essential functions of the job may be considered.
  • Eligible applicants must currently be authorized to work in the United States and not require employer visa sponsorship
Hiring Range: $69,668 - $90,580 annually. Initial salary placement for new hires falls between the minimum and midpoint of the range and is based on relevant candidate experience and internal equity. The maximum salary for this position is $111,492 annually.

  • Participation in a Maryland State Retirement System plan (Pension or Optional Retirement Plan, depending on the position). If you are already retired from the Maryland State Retirement System, you may not enroll in a Maryland State Retirement System plan at Montgomery College and may have earnings restrictions, per state law.
