Position Overview: The Superintendent leads and provides oversight to all aspects of the agency’s operations, programs, and services. This dynamic and visionary leader will ensure the Board’s mission, values, and strategic goals are upheld while advocating for individuals with developmental disabilities and collaborating with stakeholders across the county and state.
Key Responsibilities:
- Administer the work of the Board subject to the Board’s rules and policies as well as the requirements for County Boards per the Ohio Revised Code, the Ohio Administrative Code, the State of Ohio Department of Developmental Disabilities, and other applicable federal, state, and local regulations.
- Take actions necessary to ensure accreditation, licensure, certification, and proper audit outcomes by authorized agencies.
- Plan and administer a County program for eligible individuals with developmental disabilities.
- Develop and evaluate records concerning the safety, progress, programs, and satisfaction of individuals served or paid for by the agency.
- Establish and maintain good working relations with County and agency partners, individuals, and families.
- Provide direct supervision of Department Directors (e.g., conduct performance evaluations; approve leave requests; address performance issues; delegate responsibilities appropriately to ensure positive outcomes).
- Foster a workplace atmosphere conducive to good employee relations.
- Supervise the development and administration of the agency budget.
- Authorize the payment of Board obligations by the County Auditor pursuant to the rules of the Board.
- Approve all employment contracts and personnel actions involving employees in the Classified Civil Service. Subject to Board approval, approve all other employment contracts and personnel actions necessary for Board operations.
- Approve compensation for employees within the limits set by the salary schedule and budget, ensuring all employees and consultants are properly reimbursed for necessary expenses incurred during official duties.
- Develop, implement, and report results for the annual plan/strategic plan of the Board.
- Recommend new policies and changes to existing policies to the Board of Trustees.
- Attend conferences and meetings to ensure awareness of new trends and rule changes that may impact Board services and operations.
Qualifications:
- Master’s degree in Public Administration, Education, or a related field approved by State of Ohio Department of Developmental Disabilities (DODD).
- Minimum 10 years working in the field of developmental disabilities; with at least 5 years in a management capacity.
- Knowledge of Ohio’s developmental disabilities systems, laws, and regulations (i.e., DODD, ORC, and OAC).
- Exceptional leadership, communication, and interpersonal skills.
- Strong financial acumen, with experience overseeing complex budgets.
- Demonstrated ability to build collaborative relationships with diverse stakeholders.
- Must hold certification from the Ohio Department of Developmental Disabilities as a Superintendent.
