POSITION SUMMARY:

The Director of Human Resources serves in the Court Administration Department and reports to the Deputy Court Administrator.

The Director of Human Resources is responsible for directing, planning, and organizing the efficient operation of the Human Resources Section.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

The essential duties and responsibilities of the position are as follows:

Ø Maintains and enhances the court’s human resources function by developing and recommending policies, programs, and procedures, and by planning, implementing, and evaluating employee relations.

Ø Assists court leaders in complying with federal and state laws, county requirements, and court policies and procedures regarding human resource matters.

Ø Provides oversight of the recruiting and application process, including posting for position vacancies, tracking receipt of applications, working with hiring managers to select applicants for interviews, and coordinating the interview process.

Ø Oversees the development and implementation of all employee onboarding, including an introduction to pertinent policies and procedures, leave, benefits, and discipline.

Ø Provides oversight of the review processes regarding complaints and allegations of non-compliance with court policies and procedures.

Ø Works with staff leadership to develop appropriate training programs to meet the needs of court departments and sections.

Ø Ensures compliance with all steps in the disciplinary process, including overseeing the preparation of appropriate paperwork, assisting management and employees, and assuring that all relevant policies and procedures are followed.

Ø Ensures that all employee historical records are properly maintained, including employee listings and/or rosters, salary schedules, position descriptions, FMLA documentation, and disciplinary matters.

Ø Serves as first point of contact for employees, risk management, third-party administrators, and the Bureau of Worker’s Compensation on matters involving employee health and wellness.

Ø Acts as liaison to Montgomery County Human Resources Office regarding insurance and benefits; attends county Human Resources Office informational meetings.

Ø Maintains professional and technical knowledge by attending educational workshops, reviewing professional publications, establishing personal networks, and participating in professional societies.

Ø Participates in training opportunities, court activities, projects, and committees as requested or required.

Ø Completes other duties and responsibilities as required.

REQUIRED KNOWLEDGE, ABILITIES, AND SKILLS:

Ø Knowledge of: human resource management principles and practices; human resource laws and requirements; management principles.

Ø Ability to: exhibit good organizational skills; apply management and human resource principles to practical work situations.

Ø Skill in: program planning, implementation, assessment, and administration; written and verbal communications; operation of a computer; application of job software programs.

All court employees are expected to stay current in their areas of technical expertise; maintain attention to detail; exhibit good organizational skills; work effectively on own initiative and by cooperating with others; engage in active listening; speak and write clearly and concisely; demonstrate good manners, friendly demeanor, and professional behavior; uphold the policies, procedures, and practices of the court; maintain the confidentiality of sensitive and privileged information; and represent the court with honesty and integrity.

EDUCATION AND EXPERIENCE QUALIFICATIONS:

The position requires an appropriate combination of formal education, additional training and courses, and work experience. There is not an exact level or mixture of these elements to indicate one will necessarily be successful in, or qualify for, the position.

For example purposes only, an acceptable combination of qualifications for the position would include a master’s degree in human resources, or related management resources, public administration, or business administration, and five years’ experience.

LICENSURE OR CERTIFICATION REQUIREMENTS:

A valid state of Ohio motor vehicle operator’s license is preferred in order to carry out job-related essential functions. Private insurance is required if private vehicle is employed for job-related functions.

SCOPE OF SUPERVISION:

The position supervises assigned personnel and carries out managerial duties in accordance with the operation’s policies and applicable laws. Responsibilities include planning, assigning, directing work, and appraising performance.

EQUIPMENT OPERATED:

The incumbent is required to operate general office equipment including a computer, calculator, copier, fax, and telephone.

While performing duties of this job, the employee regularly exhibits digital dexterity and eye-hand coordination when performing typing and other tasks. The employee frequently sits for extended periods of time, and occasionally stands and walks. Employee converses verbally with others in person and by telephone. Vision demands include close, relatively detailed vision when typing and using a computer screen.

Job Type: Full-time

Pay: $91,836.00 - $105,565.00 per year
