Position Summary:

The Deputy Director has primary responsibility for the district’s internal operations, administrative functions, PSAP interoperability, telecommunicator training, and public education. The position is part of the executive management team and assists the Executive Director with other projects and duties as needed. The Deputy Director is second in command and manages the employees and operations of the district in the absence and/or incapacitation of the Executive Director.

Reports to:

Executive Director FLSA status: Exempt – not eligible for overtime Work schedule: Monday – Friday during established office hours with potential for work before/after regular hours and weekends, as needed. Supervisory: Provides day-to-day supervision of management and non-management employee(s); develops work programs and schedules; conducts performance evaluations; and makes recommendations to the Executive Director as to hiring, job responsibilities, salary/benefits, and disciplinary action.

Duties and Responsibilities:

  • Plan, develop, implement, and coordinate administrative policies and procedures in support of the Executive Director and district operations
  • Assist in developing the district’s annual budget
  • Assist in budget control by tracking revenues, monitoring expenditures, and coordinating the annual audit
  • Oversee all general accounting functions and related transactions including payroll, accounts payable, accounts receivable, and cash management
  • Perform basic personal management functions such as maintaining personnel records, orienting new employees, coordinating benefit programs, tracking leave, and processing exits
  • Support Board meetings by publishing agendas and preparing agenda packets
  • Coordinate PSAP interoperability by fostering inter-agency discussion, developing common protocols, and adopting service level agreements
  • Oversee the district’s telecommunicator recruitment and training programs
  • Plan, develop and coordinate 9-1-1 education programs to prepare people of all ages and abilities to properly use 9-1-1 and interact with 9-1-1 telecommunicators
  • Develop professional relationships with media sources (print, radio, television, web-based) to keep the public aware of 9-1-1 successes and technology advances.
  • Develop and maintain content for the district’s website and social media accounts to engage and educate the public about 9-1-1 and the district.
  • Serve as the district liaison to Rave Mobile Safety to improve the use and utility of Rave’s suite of products.
  • Prepare activity and statistical reports as needed Required Knowledge, Skills and Abilities
  • Competent in 9-1-1 telephony, mapping, Wireless Phase I and Phase II, Voice over Internet Protocol (VoIP), and PSAP operations
  • Proficient in public speaking and presentations
  • Competent in web site design and maintenance
  • Proficient in writing and disseminating mass information including press releases, social media posts, reports, and blog entries
  • Competent in Microsoft Office products
  • Work independently without direct supervision
  • Work positively and productively as a member of team(s)
  • Track and manage multiple tasks at a time and meet established deadlines
  • Perform under pressure in a dynamic environment with rapidly shifting priorities and workloads
  • Establish and maintain positive working relationships with MCECD staff, MCECD Board of Managers, partner agencies, community leaders, and the general public.
  • Effectively communicate with and relate to internal and external individuals and groups at all levels both verbally and in writing.
  • Exhibit independent judgment and problem-solving skills.
  • Possess strong interpersonal, customer service, and organizational skills.
  • Exercise discretion and judgment in the control and dissemination of critical information.
  • Knowledgeable of office policies and procedures.
  • Available to travel for training sessions, meetings, conferences, and workshops
  • Maintain Texas Class C driver’s license with a good driving record and reliable transportation.
  • Essential required functions include (but are not limited to): regular attendance, mental clarity, driving a motor vehicle, exposure to the elements, sitting for extended periods, standing, walking, and lifting 20 pounds

Minimum Experience and Educational Requirements

  • A minimum of five (5) years of experience in public administration, business administration, public relations, or a closely related field is required.
  • Alternatively, a bachelor’s degree from an accredited college or university in public administration, public safety, business, marketing, communications, or a closely related field with three (3) years of related experience is an acceptable substitute.
  • Other equivalent combinations of education, experience and training will be considered.

Job Type: Full-time

Pay: From $133,990.00 per year
