What are the responsibilities and job description for the Child Welfare Caseworker Supervisor 1-3 position at Montgomery County Government?
Position Overview
Under the supervision of the Manager and utilizing a team approach, is responsible for administration work in child welfare supervision.
Summary Of Job Duties
Management responsibilities for the delivery of casework services to children, families and foster families through a unit of direct service staff.
If supervisor is resonsible for Equity and Outcomes encumbent will oversee third party and rule violation workers looking for trends related to implicit bias informing expectations and treatment of youth in placement. Supervisor will oversee placement preservation conferences with the goal of preventing multiple placement moves for youth in care as measured by CRSF indicators. Supervisor will conduct a division-wide assessment to identify a team of staff who are trained to facilitate placement preservation conferences. Supervisor will evaluate the impact of implicit bias and disproportionality on the children and families served by MCDJFS/CSD, and develop programming to address oppression, bias and promote equity and positive outcomes for all youth in custody. CWC Supervisor will work in collaboration with all other supervisors and managers to this end.
Responsible for training caseworkers in all necessary program activities.
Duties may include handling difficult cases in addition to supervisor duties or handling other cases in a social service program.
Supervises specific methods and techniques used by workers to deliver services; teach and model casework methods; evaluates worker performance.
Advises staff regarding resources, treatment plans, diagnoses, prognosis, legal mandates, court procedures and related case activities.
Ensures staff appropriately utilizes supportive services both inside and external to the agency.
Participates in investigation and analysis of cases as needed.
Makes analysis and assessment of unit operation in relation to overall program operation within the Department.
Analyzes trends and initiates/contributes to program development. Sets unit priorities for delivery of services; creates opportunity for staff input into planning.
Conducts regular individual and unit conferences. Responsible for reports, timesheets, correspondences and other documentary paperwork.
Participates and collaborates in inter/intra agency and community meetings and events.
Recommends staff appointments; interprets agency policy.
Assumes responsibility, in the absence of the program manager, for providing technical leadership through consultation and problem-solving activities with other program staff.

Minimum Qualifications and Requirements
Supervisor 1
BSW or a bachelor's in a related field with five (5) years of Child Welfare Casework experience; LSW preferred, but not required. OR MSW or Master's in a related field with three (3) years of Child Welfare Casework experience. Must have valid driver's license and auto insurance.
Supervisor 2
BSW or a bachelor's in a related field with five (5) years of Child Welfare Casework experience, plus two (2) years of direct supervisor experience; LSW/LPC preferred, but not required. OR MSW or a master's degree in a related field plus three (3) years of Child Welfare Casework experience, plus two (2) years of direct supervisor experience. LSW/LPC licensure from the Ohio Counselors and Social Workers Board is preferred, but not required. Must have valid driver's license and auto insurance.
Supervisor 3: BSW or bachelor's in a related field with seven (7) years Child Welfare Casework experience plus three (3) years of direct supervisor experience OR MSW or master's degree in a related field plus five (5) years Child Welfare Casework experience, plus three (3) years of supervisory experience. LSW/LPC licensure from the Ohio Counselors and Social Workers Board is preferred, but not required. The advanced license of a (LISW or LPCC) from the Ohio Counselors and Social Workers Board is preferred, but not required. Must have valid driver's license and auto insurance.
