This position is open only to:
Current Montgomery County Government employees;- Montgomery County employee who was affected by reduction-in-force and currently have RIF priority rights;
- Active Montgomery County local fire and rescue department volunteers with at least 50 points under the length of service award program (LOSAP); or
- Active Project SEARCH Interns or former Montgomery County Government Customized Employment Public Interns, or Project SEARCH Interns within 24 months of completion of internship.
OCP is seeking a senior-level manager to lead our Operations Division. Utilizing a strategic perspective and team-oriented approach, this position supervises seven Program Managers/Specialists, Administrative, Licensing, and Information Technology staff members to implement and maintain department programs and operations.
Ideal candidates have thorough experience and abilities to include:
- Budget administration
- Information Technology (IT) management and process improvement
- Human resources administration
- Supervision and management of staff
- Communications management and public outreach
- Researching, interpreting, and drafting legislation, laws, regulations, statutes, and policies
What You'll Be Doing
- Preparation, submission, and oversight of the annual operating budget ($2.8M for FY25)
- Approver for Accounts Payable transactions
- Oversight and management of devices, software, critical infrastructure, and system permissions/access for staff
- Continuous process improvements; customizing and streamlining workflows; automating tasks and enhancing efficiencies
- Human resources liaison managing and implementing all HR tasks including recruitments, onboarding/separations, system transactions, and position planning.
- Direct supervision of the Business Education And Registration (BEAR) unit responsible for the registration and licensing of: motor vehicle repair facilities; towing businesses; second-hand personal property sellers; commercial parking lots; new home builders & sellers, including waivers for homeowners acting as contractors; radio, television, and electrical appliance installation and repairs
- Oversight and management of all communications to the public including press releases, social media platforms, and podcast.

Minimum Qualifications
Education: Graduation from an accredited college or university with a Bachelor’s Degree.
Equivalency: An equivalent combination of education and experience may be substituted.
Preferred Criteria, Interview Preferences
Preference for interviews will be given to applicants with experience in the following:
- Experience in writing, reviewing, and discussing documents and arguments involving legal issues and disputes related to consumer protection, laws, business licenses, IT issues, personnel issues, and other matters.
- Experience in interpreting, drafting, and researching Federal, State and County laws, legislation and regulations pertaining to consumer protection, licensing statutes, and related issues.
- Experience in human resources management and administration.
- Experience supervising employees in a union environment, including administrative personnel, IT personnel, and licensing personnel.
- Experience communicating effectively orally and in writing (including drafting business letters, settlement agreement and reports) with employees, businesses, IT personnel, high level government officials, and representatives of the news media.

Salary : $95,788 - $169,555
