The Montgomery County Police Department (MCPD) is made up of approximately 1,300 sworn officers and approximately 650 support personnel. The Police Department was established in 1922, and today is responsible for providing service to a County with a population of over one million people.

LOOKING FOR
We are seeking to fill the Public Safety Emergency Communications Manage (Download PDF reader)r position within our Communications Division. This position requires a person with six (6) year’s experience working in an emergency communications center (ECC), with two (2) years in a supervisory capacity.We are looking for someone that possess considerable knowledge of all ECC standard operating policies, procedures, systems, equipment, personnel resources, and requirements in planning and directing all call taking and dispatching activities exercised by subordinate supervisors and staff during an assigned shift. Thisposition requires strong decision making, problem solving, and interpersonal communication skills.

This position requires the ability to work rotating shift work, work holidays, and work mandatory overtime in a 24/7 environment.

Due to the key job responsibilities, this position is not qualified to telework and is an in-person, on-site position only.

This position is essential and will require working during all types of weather.

What You'll Be Doing

This position supervises staff and daily operations during an assigned shift in the 9-1-1 Emergency Communications Center providing mission critical oversight and management for Public Safety Emergency Communications. Contacts include the Police Department and Montgomery County Fire and Rescue Service managers and staff, vendors, representatives from other County agencies and area jurisdictions, utility companies, news media, and State/Federal agencies to facilitate accomplishment of ECC services, resolve problems, and/or obtain or provide specialized information.

  • Supervising daily operation of a shift of Public Safety Emergency Communications Supervisors and Specialists working in a 24/7 mission critical environment across all three operational areas, multiple-discipline 9-1-1 emergency and non-emergency call taking, law enforcement dispatch, and Fire/EMS dispatch.

  • Assessing and adjusting allocation of personnel resources based on the changing dynamics of the daily workload.

  • Adjusting operational needs; directing the assignment of work to staff and ensuring prompt and immediate delivery of assistance and services.

  • Ensuring that completed work is in compliance with laws, regulations, policies, practices, and procedures.

  • Overseeing response to critical operational system and equipment problems; assuring that problems are identified and resolved in a timely manner; directing investigations of operational system problems; engaging the suitable staff or vendor for resolutions; and implementing back up programs when a system failure has been identified.

  • Overseeing the ECC response to multiple events across multiple disciples occurring simultaneously or to catastrophic events requiring a coordinated response between multiple agencies; assuring that proper notifications are made and that data base queries are completed.

  • Monitoring training of entry level personnel assigned to the shift, ensuring adherence to training objectives and providing continuing education and training opportunities for all shift personnel.

  • Identifying and coordinating training with the ECC Training Manager to ensure that all requisite courses and certifications have been met by personnel and to assure that new or remedial training efforts or programs are offered wither individually or corporately to staff as needed.

  • Conducting investigations of internal and external complaints and grievances received; preparing necessary documentation to support the findings determining the appropriate course of action inclusive of disciplinary measures and following up with the employee(s) involved regarding investigation outcomes for counselling or discipline.

  • Planning and developing evaluations and conducting employee performance appraisals; counselling employees and approving leave based on operational needs.

  • Participating in the hiring process by supporting testing, interviews, and making applicant recommendations for filling vacant positions.

  • Making recommendations for merit status/termination, awards, incentives, and recognition based on employee performance.

  • Representing the ECC at meetings with representatives of the Police Department, Montgomery County Fire and Rescue Service, or other County agencies; other law enforcement and/or fire/rescue agencies, Council of Governments, or vendors regarding macro issues related to public safety telecommunications, ECC-specific plans and requirements, emergency preparedness responses or drills.

  • Serving as media relations point of contact and makes media notifications, as circumstances warrant, during the absence of the Police Public Information Officer.

Minimum Qualifications

Experience:Thorough (6 years) experience working in an emergency communications center, two (2) years of which were in a supervisory capacity.

Education:
Graduation from an accredited college or university with a Bachelor’s Degree.

Equivalency:
An equivalent combination of education and experience can be substituted.

LICENSE: Upon Completion of Probationary Period:
Possession and maintenance of CPR certification, Law Enforcement Dispatch, Fire Dispatch, and Emergency Medical Dispatch Protocol System certifications; State of Maryland Emergency Medical Dispatch license; METERS/NCIC certification; Communications Training Officer Certification must be obtained by the completion of the probationary period. There will be no substitutions for this section.

Preferred Criteria, Interview Preferences

Preference will be given to applicants with:

  • Communications Training Officer Certification
  • Fire Dispatch Qualification
  • Crisis Prevention/De-escalation Training.
  • Knowledge of PremierOne CAD and knowledge of Motorola P25 Radio
