What You'll Be Doing
Duties Include, but are not limited to:
- Partnering with hiring managers to identify staffing needs and devise winning recruitment strategies.
- Managing the full life cycle recruitment process for positions in assigned business units.
- Developing and executing innovative recruiting and sourcing strategies, including the usage of social media, web searches, referrals, and industry-specific sources, to ensure a pipeline of highly qualified talent.
- Proactively developing pipelines of qualified candidates, in advance of need.
- Guiding candidates and hiring managers through the interview process keeping everyone informed.
- Regularly updating hiring managers and others regarding the status of onboarding activities.
- Developing, delivering, and supporting training for relevant staffing activities.
- Creating and maintaining best practices for recruitment and diverse talent sourcing.
- Reviewing salary requirements and negotiates salary offers with applicants.
- Facilitating the delivery of an exceptional customer and applicant experience.
- Providing guidance and advice on recruitment policies, best practices, and the development and use of valid selection criteria.
To perform the job successfully, candidates should have:
- A knack for clear communication and a "can-do" attitude when it comes to finding talent.
- Experience working in a highly collaborative culture to deliver a high-quality talent sourcing program.
- Experience utilizing job boards and social media sourcing tools.
- Experience conducting outreach, hosting community events, and networking with colleges, universities, professional and other organizations to recruit candidates.

- Candidates must have the ability to travel to various locations throughout the County.

Minimum Qualifications
Experience: Positions may be filled at the Human Resources Specialist I or II level as follows:
- Human Resources Specialist I, Grade N18, we require one year of applicable professional experience in Personnel Administration.
- Human Resources Specialist II Grade N22, we require two years of applicable professional experience in Personnel Administration.
Equivalency: An equivalent combination of education and experience may be substituted.
Preferred Criteria, Interview Preferences
- Candidates with high volume recruitment and talent sourcing experience.
- Candidates with recruitment and talent sourcing experience in Federal, State, or Local Government Agencies are highly desired.
- Experience working with Applicant Tracking Systems (NEOGOV, Government Jobs, USA Jobs, or similar systems) or Oracle systems are highly desired.
Preference for interviews will be given to applicants with education and experience in the following:
- Expertise in utilizing various sourcing methods, including job boards, social media platforms, targeted online searches, and professional networks.
- Experience managing the full recruitment lifecycle for multiple hard to fill positions.
- Proven track record of partnering with stakeholders to understand staffing needs and develop successful recruitment strategies.
- Using Human Resources Information Systems and applications.

Salary : $60,513 - $78,280
