The expected salary range on hire is $92,075 - $149,112WHO WE AREThe Montgomery County Council by charter is responsible for legislative oversight of a $7.1 billion operating budget and $5.94 billion capital improvement program. The Council Central Staff is the non-partisan professional staff responsible for assisting Councilmembers execute their charter mandated duties. Council staffers also work with elected leaders, community groups, subject-matter experts and residents on a wide range of issues such as budgeting, legislation and land use decisions.WHO WE ARE LOOKING FORThe Montgomery County Council is seeking an outstanding professional who is dedicated to public policy work that influences and shapes our community to join the Council’s professional Central Staff Team!Council policy analyst positions perform policy and budget analysis on a variety of issues for the Montgomery County Council, Council committees and Council appointed committees and task forces. Specific policy focus areas for each position will depend on the Council’s needs and priorities as well as the selected candidate’s specific background, prior experience, and skillset.Responsibilities include : Analyzing major program, policy, budget, and / or legislative issue areas.Developing and maintaining technical expertise on these issue areas.Conducting relevant research.Furnishing policy advice and guidance to the elected officials.Presenting information to elected officials in public meetings.This position is not responsible for drafting legislation.The ideal candidate would demonstrate : Strong fiscal, data, and policy analysis skills.Exceptional communication and interpersonal skills, including the ability to work effectively with elected / appointed officials and community leaders.The ability to prepare written documents that convey complex information clearly and concisely.An ability to work both independently and as part of a team.An interest in enhancing the efficiency and effectiveness of local government programs and services.Experience in local, state, or federal government (this is a plus but is not required).These positions require the ability to attend meetings or perform work at locations outside of the office and may require attendance at evening meetings.Candidates are required to submit a cover letter as part of their application. Candidates may be asked to provide a writing sample or participate in a writing assessment as part of the selection process.Experience : Four (4) years of professional level program experience in a subject area relevant to local government administration including at least two (2) years of professional experience with a legislative body or committee.Education : Graduation from an accredited college or university with a Bachelor's degree.Equivalency : An equivalent combination of education and experience may be substituted.All applicants will be reviewed by OHR for minimum qualifications. Those applicants who meet minimum qualifications will be rated "Qualified," placed on the Referred List, and may be considered for interview.
