Position Overview
Under supervision from the Social Services Coordinator or Division Administrator, conducts in-house legal investigations to facilitate the establishment or enforcement of paternity & support cases. Inspects & perfects legal referrals, presides over administrative paternity conferences, initiates follow-up action as requested by assigned attorneys, monitors court orders for receipt and accuracy, administers specialized legal caseloads, prepares written reports & manages special projects as assigned, such as: capias pick-ups, bankruptcies, & criminal non-support projects. Must be able to read & comprehend complex court orders or other legal documents with a high level of understanding.
Summary of Job Duties
Conducts in-depth case management reviews in the Child Support Enforcement programs. Will assist Workforce Development monitoring key metrics upon requirement.
Must maintain comprehensive knowledge on how child support enforcement programs operate including knowledge about: enforcement of child support, establishment of paternity & child support orders, financial aspects of child support programs including fiscal & payment summary functions, legal unit functions & processes, modification of support orders, public assistance as it applies to child support program; performs job functions related to areas reviewed (e.g., enforcement or establishment case actions, completion of account details); maintains knowledge & practical application of customers' rights, procedures, programs, policies & available services; completes review sheets for distribution to agency staff; completes special targeted reviews as assigned; enters all reviews in statistical databases; educates staff on quality improvement review results; writes articles for the quality improvement newsletters; participates in direct service meetings as required; administratively assists the JFS Aides in their absence.
Performs customer service duties for customers & staff via telephone or in person relative to services available; assists in agency training process as needed; maintains records; attends training sessions, meetings, seminars & workshops as necessary; provides statistical data & reports on case management reviews conducted as requested by their supervisor. Will perform additional duties as assigned.
Reviews all referrals to the CSEA Legal Division to ensure that legal action is possible & that all required documents and actions have been completed; obtains additional documents, make SETS corrections, or re-direct referrals as needed; reviews & corrects referrals by higher classified employees; provides instruction to legal secretaries & coordinates with assigned attorneys to initiate legal establishment or enforcement actions.
Takes follow-up actions, as directed by assigned attorneys; follows up on the monitoring of cases for compliance, reviewing court orders for receipt & objectionable language, locating parties through available resources (e.g., Offender Database, Criminal Justice Information Services software [i.e., CJIS], Vinelink, BMV Fraud Search); issues postal & employment verifications, drafts warning letters & hearing reminders, issues sanctions for non-cooperation.
Manages legal caseloads, including related mail, alerts, and total case review.
Manages special projects as assigned by Social Services Coordinator or Division Administrator; conducts paternity conferences & maintains a docket for that purpose; fosters close relations with prosecutors &/or court staff, as needed for special projects; develops specialized knowledge of the law governing their assigned caseloads & special projects; assists in the training of other Agency staff; assists in development of policy & procedures.

Minimum Qualifications and Requirements

B.A.or B.S.in social services, human services, liberal arts or business related field plus 3 yrs. minimum experience as a CSEA Specialist I (or equivalent classification from Montgomery County or another CDJFS) in Child Support Enforcement programs

Associates Degree in social services, human services, liberal arts or business related field plus 6 yrs. minimum experience as a CSEA Specialist I (or equivalent classification from Montgomery County or another CDJFS) in Child Support programs
