Position Overview
Under general managerial direction of the Assistant Director of Job and Family Services Family Assistance Division (FAD) requiring extensive knowledge of FAD administered programs, federal and state rules and regulations. This position’s responsibilities include 1) Exercising full supervisory authority over assigned managers, coordinators, supervisors and team leaders, 2). Managing the programmatic delivery and operational logistics of units/divisions that provide the delivery of public assistance programs including TANF PRC, OWF, SNAP and Medicaid to eligible applicants and ongoing customers 3) Interpretation and implementation of Ohio’s public assistance eligibility program policies and procedures, 4) Ensuring that front-line staff adhere to federal and state standards regarding the work participation rate requirements, quality and timeliness of work required in processing cases. 5) Overseeing SNAP/OWF and CCMEP Work Activity program direction and compliance 6) Serving as liaison for work activity contracted vendors and program partner for Contracting Department and Business Services.
Summary of Job Duties
Directs and manages from an administrative level, major program operations within the Family Assistance Division; manages lower level managers, supervisors and other support staff; performs "core" managerial duties; oversees SNAP/TANF and Medicaid eligibility divisions/unit operations, provides guidance and direction relative to new initiatives and ideas to improve divisional performance; manages the development and revisions of policies and procedures; ensures program compliance with federal and state laws and rules; analyzes data and prepares reports/presentations, works on special projects as directed, attends meetings, training etc.; seeks feedback from assigned teams, prepares and implements change plans as needed, ensures resources are utilized appropriately
Supports the managers and supervisors in the FAD Work Activity divisions and units, creates strategies to maximize performance and meet overall work activity goals and objectives of SNAP E&T, All-Family and Two-Parent Work Participation Rates and CCMEP performance elements.
Provides assistance to the Assistant Director/Deputy Assistant Director and JFS Managers to achieve the work objectives of FAD within the scope of the MCDJFS mission, recommends resolutions for issues potentially affecting others beyond the scope of assigned divisions, represents FAD leadership with other departments, agencies, and community (at the request of Executive Director/Assistant Director)
