SUMMARY

The Deputy Chief is a proven leader in community supervision. This role directs and oversees the daily operations of the department to verify efficient and effective performance of all units and professional personnel. The Deputy Chief is responsible for 26 professional staff. This role performs statistical analyses to ensure Evidence Based Practices are implemented with fidelity. This position supports the Administration by establishing strategies which promote public safety and court appearance, while offering meaningful opportunities for change. The Deputy Chief assists the Administration in identifying current trends in social, economic and public health sectors which affect positive outcomes and strain resources; they will propose solutions to counterbalance these challenges. The Deputy Chief will establish and maintain professional partnerships and collaborate with stakeholders and community organizations to ensure effective communication and contemporary practices are achieved consistently.

ESSENTIAL DUTIES AND RESPONSIBILITIES

ESSENTIAL DUTIES AND RESPONSIBILITIES:
* A leading representative of the agency's mission, goals and objectives.
* Aid the Administration in our goal of a balanced and restorative system that pays equal attention to community protection, individual accountability, and competency development.
* Commitment to fostering an environment which embraces diversity, equity, and inclusion.
* Identify and develop future leaders and provide opportunities for professional growth.
* Create an environment in which the utilization of Evidence Based Practices and best practices is the norm.
* Directly assist the Administration with forecasting and planning budget.
* Research and identify grants opportunities; assist the Administration with application process; implement and manage grants; compile statistics and submit fiscal and program reports to ensure grant compliance.
* Collect data, complete statistical analyses and identify trends.
* Responsible for maintaining fidelity and quality assurance within the department.
* Conduct performance evaluations in accordance with departmental policy.
* Develop performance improvement plans for staff; conduct periodic reviews with staff regarding work performance improvement plans; prepare written summary and make recommendations to the Administration.
* Research and identify best practices in community supervision to achieve the department's mission.
* Assist the Administration with establishing strategies which enhance court appearance, improve public safety, and offer meaningful opportunities for change.
* Ensure departmental standards are maintained, workloads are fair and equitable, and individuals are supervised in accordance with Court conditions.
* Participate in the interview process and make recommendations to ensure the office is adequately staffed.
*Establish and maintain professional partnerships and collaborate with stakeholders and community organizations.
* Attend conferences and trainings and attend statewide/national Association meetings in the absence of Administration.
* Complete 40 hours of professional development training annually.
* Undergo and maintain successful: Federal Bureau of Investigation (FBI) Criminal History Clearance, PA Child Abuse History, and MCCF clearances when applicable.
* Maintain JNET certification.
* Knowledge and compliance with Mandated Reporting Regulations through PA Child Protective Services Law.
* Ability to work independently and delegate responsibility.
* May be required to work non-traditional hours to include nights, weekends, holidays, and after hours on-call responsibilities.
* Perform additional duties, tasks, and special projects as required.

DEPARTMENTAL SPECIFIC DUTIES AND RESPONSIBILITIES:
* Ensure that the department adheres to PA State and the National Association of Pretrial Services Agency (NAPSA) standards and Best Practices such as utilization of Motivational Interviewing, Least Restrictive and Risk Principals.
* Knowledge of the PA Rule Procedures including but not limited to Pretrial Release Criteria (Rule 523), Categories of Pretrial Release (Rule 524), Bail Bond (Rule 525), Conditions of Bail (Rule 526), Nonmonetary Conditions of Release on Bail (Rule 527), Monetary Conditions of Release on Bail (Rule 528).
* Knowledge of the inner-workings of the Public Safety Assessment (PSA), Decision Making Framework (DMF), Ontario Domestic Assault Risk Assessment (ODARA), Simple Screening Index (SSI), and any future needs assessment instruments specific to the pretrial population.
* Oversee Quality Assurance measures to ensure fidelity in its application.
* Position requires periodic travel to attend meetings, conferences, presentations, provider visits.

QUALIFICATION REQUIREMENTS

* Bachelor's degree in criminal justice or a related field; advanced degree preferred.

* Advanced knowledge of the Criminal Justice System, Mental Health Diagnoses, and substance use disorder.
* Regular travel required.
* Must possess a valid driver's license.
* Undergo thorough pre-employment background investigation including satisfactory physical examination and drug screen.

The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision and depth perception.

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. Drug and alcohol testing is performed on individuals to ensure compliance with specific Court orders. Employees may be exposed to bodily fluids, which can potentially pose health hazards. Personal Protective Equipment is provided. There is further possibility of illness due to frequent contact with the public. Reasonable accommodations may be made in accordance with the Americans with Disabilities Act (ADA). The noise level in the work environment is usually moderate.
This employee will travel frequently by automobile to individuals' homes, locations within the community, prisons/secured detention facilities, in order to supervise and investigate the assigned caseload; all of which present a certain amount of physical danger. Physical effort is sometimes required during an arrest.
