SUMMARY

The Supervisor for Environmental Field Services will oversee the day-to-day operations of the Environmental Health Specialists (EHS). They will ensure compliance and uniformity for all divisional programs under the Montgomery County Public Health Code, department policies and procedures, other statutes, regulations and ordinances. Programs and duties include inspections, code enforcement and education for a broad range of environmental health programs including but not limited to food facilities, public bathing places, mobile home parks, camps/campgrounds, schools, public health complaints.
This is considered an Essential Position within the Office of Public Health. Essential Employees are obligated to report to work as scheduled or remain at work during emergencies. Essential employees carry out essential job functions or assigned emergency duties which may involve assignments within the Department Operations Center, Emergency Operations Center, deployment to a field location to participate in public health activities, or other duties as required during periods of emergency. If received, emergency assignments may be performed under adverse conditions and continue for periods ranging from a few hours to several weeks, months, etc. (If a manager of people) has responsibility to lead, evaluate, hire and educate. Reports directly to Director, Environmental Field Services.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Direct supervision of the Environmental Health Specialist's (EHS) activities for all division programs including emergency field operations.
  • Maintain current knowledge of all applicable environmental and public health laws and regulations to assist with interpretation and enforcement.
  • Supervise the implementation of policies and procedures in accordance with program objectives.
  • Assist in maintaining and periodic review of all divisional programs, policies and procedures.
  • Assist in creating new policies and procedures for the operations as necessary.
  • Responsible for approval of staff expense reports, time-off and all other applicable paperwork.
  • Responsible for accurate and timely entry of staff timecards, knowledgeable in the procedure for county/departmental software system.
  • Assist in the maintenance and implementation of the environmental software; application in order to run and compile narrative reports and statistical data as directed.
  • Assist in maintaining accuracy for the division's establishment licensing and registration programs.

  • Assist in the formation and implementation of a comprehensive EHS training program.
  • Oversee initial and continuing development of EHS's training, updates and collectively interpret code and procedural application of all division inspection protocols in conjunction with other regional supervisors and director approval.
  • Oversee the dissemination and organization of divisional supplies and equipment, order annual supplies as necessary.
  • Evaluate EHS staff personnel and complete annual performance evaluations as per department policy.
  • Manage regional establishment licensing programs and ensure accurate financial records, review license applications for accuracy, expiration dates, ownership, etc.;
  • Determine work priorities, assign work and ensure proper completion by the EHS.
  • Accompany EHS during training and emergency situations.
  • Oversite in the preparation of all compliance documentation supporting legal; arguments for citations and arguments presented for district court.
  • Flexible and able to work extended working hours, which may include weekends/holidays as necessary.
  • Present formal environmental health training programs.
  • Maintain a professional public image.
  • Communicate with municipal officials.
  • Other related activities as required.
QUALIFICATION REQUIREMENTS

  • Bachelor's degree in environmental health, public health or a related field with two years' experience.
  • Duties require travel throughout the county; must have a reliable means of transportation and a valid driver's license.
  • Must be computer literate with recent work experience using a computer.
  • This position requires a security background check.

KNOWLEDGE AND SKILLS

  • Excellent communication skills, including the ability to develop and express ideas and opinions concisely, comprehensively and clearly in oral and written form. Ability to work with others in solving complex environmental problems.
  • Ability to work effectively with staff, professionals and the general public, and to interact in a non- judgmental, culturally sensitive manner with people of diverse cultures and lifestyles.
  • Ability to operate a variety of office equipment.
  • Must always project a professional demeanor.
    Strong inter-personal, oral and written communications skills.
  • Must be accurate, detail-oriented and well organized.
    Extensive knowledge of Montgomery County Public Health Codes.
  • Extensive knowledge in all Environmental Field Service programs.
  • Ability to manage and train personnel.
  • Strong computer skills, with ability to utilize web-based forms for entering data, database for retrieving data and reports, and signing/approving documents.

The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision and depth perception.
