Summary Description Of Classification

Under the direction of the Division of School Leadership and Improvement, the Director of Early Childhood, Federal and Special Programs performs all early childhood and Title I duties under the direction of an area associate superintendent; oversees and coordinates Title IV Grant funds; coordinates, manages, and monitors local, state, and federal funding sources to support the equitable access to and allocation of resources to increase the likelihood that student outcomes are not predictable by race, income, acquisition of language, or learning abilities. collaborates with school-based and central services leaders to recommend innovative programs and services to meet the diverse academic, physical, social and psychological needs of students; coordinates the budgets, staffing and professional learning opportunities; monitors program goals and student progress using local, state and accountability measures; supports the school improvement planning process. The director leads community schools and coordinates related work and activities coordinates, manages, and monitors the implementation Title I of the Elementary and Secondary Education Act (ESEA), and state funded initiatives for Title I schools; coordinates, manages, and monitors the implementation of the Head Start Act, the early childhood pillar of the Blueprint for Maryland?s Future, Judy Center Early Learning Hubs, and local early care initiatives; plans immediate and long range initiatives for Title I and Early Childhood programs in collaboration with stakeholders, including innovative programming models, budgeting, funding, staffing, accountability, and comprehensive school improvement training. Collaborates with MCPS divisions and departments to ensure that ESEA and Head Start Performance Standard requirements are met. Consults with individual administrators and leadership teams regarding school improvement and school wide programming. Serves on various task forces or committees at the district and state level. Interprets related programs and policies for the Board of Education and Montgomery County Council. Makes recommendations to staff, administrators, and central office staff regarding the implementation and monitoring of Title I, Head Start, and Judy Center requirements along with early childhood initiatives; and assists with the development of policies, procedures, and processes to facilitate implementation of mandates in compliance with federal legislation. Develops, writes, edits and monitors grant proposals and required progress reports. Oversees local and federal audits and other evaluative processes. PHYSICAL DEMANDS: None. SPECIAL REQUIREMENTS: Attendance at evening Board of Education and County Council meetings and meetings with community groups and school PTSA groups.

Job Specific Information

Knowledge, Skills, And Abilities

Thorough knowledge of MCPS organization and administration, policies and procedures, goals and priorities, assessment programs, and state and federal regulations, particularly Title I Part A of ESEA, Title IV grants, Head Start Performance Standards, the Blueprint for Maryland?s Future, Judy Center Early Learning Hubs, School Improvement grants, and early childhood programs and services. Knowledge of evidence-based, research-based, and scientifically based instructional methods as required by ESEA. Ability to assess program needs, develop short- and long-range plans, coordinate program implementation through various school system departments and with county, public, and private agencies; develop communication networks with school personnel, parents, and community leaders; plan and lead staff training workshops and school leadership training efforts. Extensive knowledge of theMCPS budgetprocess in relation to grant programs. Ability to work effectively with executive staff, central office supervisors, school-based administrators, teachers, supporting service staff, and external partners. Ability to prepare grant reports which include effective data displays and an analysis of progress, and presentations for the superintendent, Board of Education, County Council, and other groups as needed. Excellent planning, organizational, management, human relations, and oral and written communication skills.

Education, Training, And Experience

Master's degree; certification in administration and supervision. Doctoral degree preferred. Five years of outstanding teaching experience and/or administrative experience in elementary schools, particularly those with highly diverse populations. Three years administrative experience, principal preferred. Demonstrated leadership and broad experience working with diverse staff. Successful experience working with Title I and Title IV programs, early childhood programming, and implementing regulations and completing program evaluations. Experience with using technology to prepare reports and presentation to a broad range of audiences. Other combinations of applicable skills necessary to perform effectively in the position may be considered.CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland state certification requirements for Administrator I.
